13 | On date and time listed, Licensing Program Analyst (LPA) William Chancellor, arrived unannounced to Children’s Paradise: Vale Terrace (CCC) and met with Assistant Director of Child Development (AD), Ralani Donnarumma, to deliver the investigative finding’s regarding the allegation’s listed above. On May 29, 2024, at 09:05AM, LPA Chancellor conducted a health and safety inspection of the CCC and no immediate risks were observed. During this investigation, LPA conducted interviews with five staff (S1-S5) and conducted observations of C1 and C2 in the classroom.
On May 22, 2024, this agency received a complaint alleging that staff do not ensure adequate supervision is provided to children in care, staff do not ensure reporting requirements are followed and staff did not prevent child from hurting another child in care. It was alleged that, due to insufficient supervision from staff, bullying occurs resulting in injuries that are not reported to parent. Five of five interviews denied that C1 is bullied by C2. All teachers corroborated that both children are often redirected to more appropriate activities instead of “rough housing” with peers. LPA made observations of both children on the playground and prior to nap. No observations of bullying or antagonizing were witnessed on the playground. Both children were seen engaging in age-appropriate activities with their peers. LPA observed prior to nap, both children being redirected due to not following instructions, and avoiding the task of preparing for nap. |
