On 9/17/24 at 9:15 a.m., Licensing Program Analyst (LPA), Renita Rodriguez, conducted an unannounced Annual Inspection. LPA was greeted at the front door by licensee Randa Oraha. Also present in the home was Nadir Oraha. LPA was granted entry after showing badge and identifying herself and disclosing the purpose of the visit. The two story home was toured and inspected for compliance. The children are provided a safe, healthful, and comfortable environment, furnishings, and equipment. Present in the home was 1 day care child. Child in care observed in the daycare room.

Areas used for child care include family room, daycare room, downstair bathroom, kitchen and fenced back yard. Off limit areas are: Second floor, living room, swimming pool and garage. The licensee has sufficient toys and equipment available in the daycare room. The home has a fenced backyard available for outdoor activities. Licensee understands that visual supervision is required at all times during outdoor activities.

The fire extinguisher (located in kitchen), smoke detector, and carbon monoxide detector meet requirements and are operational. The carbon monoxide detector is located right above the fire extinguisher. All hazardous items were latched/locked and secured out of reach of children. There is a body of water on the property and it is properly fenced. LPA observed a key is needed to unlock the gate leading to the swimming pool and the gate opens outwards away from the pool. There is a storage structure/building located in the backyard which also requires a key to unlock the door. First Aid and CPR certifications expire on 8/2025 for Nadir Oraha and 7/2026 for Randa Oraha. Licensee has required immunizations. Licensees completed Mandated Reporter Training on 9/6/23 and is reminded it must be completed every 2 years. Children’s records were reviewed and found to be in order.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with the licensee, Randa Oraha.

During the exit interview, the Licensee Randa Oraha, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
