25 | On 03/21/2025 at 1:00 P.M, Licensing Program Analyst (LPA) Edleen Montesa conducted an announced Pre-licensing inspection due to a Change of Location and Change of Capacity with the licensee, Mahdia Zakeri, and Zakera Zakeri, and Enamulhaq Zakeri, licensee’s adult daughter and spouse, were present, to assist in language translation, as licensee’s primary language is Farsi, with given permission from the licensee. LPA was granted entry after showing badge, identifying self, and stating the reason for the visit. The four bedroom, two bathroom, single story home was toured and inspected to ensure an environment safe for the care and supervision of children.
Licensee will be using the living room, kitchen, master bedroom, Room 2, Room 4, bathroom near hallway,master bathroom, and backyard for day care operations. Off limit areas are storage closet, Room 3 and garage and are inaccessible by use of door locks and child safety locks. The licensee has play materials, and equipment available in the home. Licensee will utilize backyard for outdoor play, area is fenced and is free of hazards, applicant has been advised to ensure direct supervision of daycare children at all times. LPA observed a locked side gate towards the farther end side of the house.
The fire extinguisher is located by the main door, the combination carbon monoxide detector and smoke alarm is located in the kitchen, meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There are no bodies of water on the property. Licensee states that there are no weapons in the home. Licensee states that they have sufficient financial resources to sustain the license.
Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
