On 4/19/24 at 9:10 AM, Licensing Program Analyst (LPA) Keturah Lane conducted an unannounced complaint visit for the complaint received on 2/16/24, for the purpose of delivering findings on the above referenced allegations. Upon arrival, LPA was greeted by Director Brandy Pearce and toured the facility.
Census was observed by LPA as follows:
Room #2 had 18 children with staff members Ms. Edith Valencia-Torres, Mellany Martinez and Elisabeth ("Ms. Eli") Flores
Room #4 had 8 children with staff member Ms. Jaqueline ("Jackie") Vazquez Pacheco
Room #5 had 10 children with staff members Elizabeth Depaz Sanchez, Ms. Karla Zavala and Vanesa De Paz Sanchez
Room #6 had 16 children with staff members Minerva Sevilla, Angell Pacasi Moreno and Anzhelika Rines. All staff were fingerprint cleared and associated to the facility. LPA observed appropriate ratios and supervision during the visit.

It was alleged that the facility was not meeting the children's needs, providing adequate supervision, using the same hairbrush on multiple children and that classrooms were not clean and safe. Nine out of ten parents felt the facility was clean and seven out of ten parents felt supervision was adequate and meeting the needs of their children. All staff interviewed stated that they did not use the same brush (or any brush) on the children's hair and two out of five children interviewed stated a staff member used the same brush on several children. All children interviewed stated that the see the teachers regularly cleaning the classrooms and that it is clean. All children interviewed stated there are always teachers with them at all times (usually 2 or more).

Based upon information obtained from facility documents, text messages/parent app postings, LPA observations and interviews with staff members, enrolled children and parents of enrolled children it is determined that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violations occurred. Therefore the allegations have been found to be UNSUBSTANTIATED.

Exit interview conducted and report was reviewed with Director Brandy Pearce. Notice of site visit was provided and must be posted for 30 days.
