On 08/11/2021 at 10:15am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Change of Ownership Pre-Licensing inspection. LPA met with Facility Representative/Center Director, Teresa West. A tour of the entire facility was conducted. LPA observed 2 children with 5 staff. The Preschool Program will operate in the following classrooms: preschool room and preschool room #2. The Toddler Program will operate in the Toddler Room. Fire clearance was granted on 07/14/2021. All indoor and outdoor activity space was measured. Toddler Room measured at 249.02 sq. ft. Preschool Room measured at 871.53 sq. ft. and Preschool Room #2 measured at 271.46 sq. ft.
The total indoor play space measured at approximately 1,392.01 square feet, which will accommodate a total of 39 children. The total preschool outdoor play space measured at approximately 7,100 sq. ft. which will accommodate a total of 94 children at one time. Toddler outdoor play area is currently shared with the infants. Infant/Toddler playground measures at approximately 2,654.5 sq. ft. which will accommodate a total of 35 children at one time. There is enough square footage for the toddlers and infants to have their own separate outdoor space. Toddler outdoor play area must be physically separate from other components via fencing. In addition, the fence dividing the infant/toddler playground from the outside road is 3 ft. 11 inches (shy of the 4 ft. requirement). LPA requested that an extension be placed so that it meets at least 4 ft. tall. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. There are a total of total of 3 toilets (sufficient for 45 children) and 4 sinks (sufficient for 60 children) available for the children. Children are to be escorted and supervised by staff to and from the bathroom and under direct visual observation. There is a staff restroom located near the kitchen area of the building. The Director's office and additional restroom located in the hallway will be the isolation area for children who are ill. There is an operational carbon monoxide detector on site located in the hallway leading to the preschool room.

Sign-in area is located in the front entryway. All COVID-19 posters are posted. Applicant was reminded to keep anything that reads, “Keep Out of Reach of Children” to be inaccessible to children. Applicant is reminded that any changes to the facility must be reported to and approved by Community Care Licensing. When LPA inspected the outdoor playground, LPA observed several trees and canopies used for shade. Area is fenced, has age appropriate play equipment, and sufficient turf/rubber matting for cushioning under the slides and climbing structure. Drinking water is readily accessible via water bottles and refillable water station. Facility plans to provide Incidental Medical Services (IMS). For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, keep an updated Plan of Operation. LPA and applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov. Applicant states she understands that all staff must have a criminal record clearance and be associated to the facility prior to having a presence in the Center. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Please go to www.ccld.ca.gov and click on “Receive Important Updates,” then enter your email address and choose which program you would like to subscribe to and click subscribe. LPA also shared and reviewed Playground Safety Handbook, Risk in Play article, YMCA Childcare Resource Service, Helping Young Children Cope with Disaster, Active Supervision Handout, and COVID-19 Early Care and Education handout.

Prior to licensure, the following is needed:
· Separate the infant and toddler outdoor play areas
· Extend the fence dividing the infant/toddler outdoor play space to the road so that it meets at least 4 ft. tall

LPA read this report to Ms. West at conclusion of visit. Exit interview was conducted. Once corrections have been made and submitted, a preschool license for 36 children (ages 18 months to 5 years old) may be granted upon final file review.
