On 10/30/2023 at 10:05am, Licensing Program Analyst (LPA) Samantha Clenista conducted an unannounced inspection at the above address. Upon arrival, LPA met with Center Director, Teresa West. There were 2 infants present during time of inspection being supervised by two staff members. Purpose of this visit is to address facility’s request for an increase of capacity from having 4 to 14 infants (0-2 years old) in the Infant Play Room. Fire clearance was granted on 10/25/2023. The areas used for the infant program was observed to be separate from the preschool program, both indoors and outdoors. LPA informed Director that the programs shall never commingle at any given time and that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor play.

LPA continued to tour the facility inside and outside per updated facility sketch. The Infant Play Room was measured at approximately 517.59 sq. ft., sufficient to accommodate the requested capacity of 14 infants. There is a changing table within arm’s reach of a sink located in the room and in the napping room. LPA observed the indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Director is reminded that all infant bottles shall have their name and date on them. There is a separate crib/napping area (not included in the activity square footage) located adjacent to the Infant Play Room. This napping area is an enclosed room that is separate from the activity space, per regulation. This napping room currently has 4 cribs, however, Director stated she has an additional 3 cribs to place into the room and will take a picture of it once it is set up and will send a copy to LPA Clenista. There were napping cots/mats for the older infants who can climb out of a crib. Infant needs and services were reviewed and observed to be updated quarterly. There is an operational carbon monoxide detector on site located in the preschool hallway area. All required documents were observed posted in the main parent drop off/pick up area.

The facility currently has two (one for immobile infants and another for mobile infants) separately fenced in outdoor playgrounds. LPA informed Director that children must be escorted to and from the playground. The infant playground areas measured at approximately 2,703 sq. ft., sufficient for requested capacity. Area was observed to be fully fenced per regulation. Area had canopies used for shade. Area had age appropriate toys and play equipment and had turf/rubber mulch under play structure, sufficient to sustain a fall. Drinking water is readily accessible inside and outside the classroom via Primo refillable water stations and refillable water bottles. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

LPA reviewed with Director the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Prior to licensure, Director stated she will swap out the furniture located in what used to be the playroom and what will be the play room, and place additional cribs in the napping area. Director stated she will provide LPA with photos of corrections. Exit interview was conducted and report was reviewed with Director, Teresa West. A notice of site visit was given to and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. An infant license for 14 infants (ages 0-2 years old) in the Infant Play Room may be granted upon receiving the above corrections and after conducting a final file review. Director stated her understanding. Director understands that this report shall be kept available at the facility for public review for 3 years.
