On 12/09/2021 at 10:40am, Licensing Program Analyst's (LPA), Samantha Clenista and Selina Siao conducted an announced Change of Ownership Pre-Licensing inspection. LPA's met with Facility Representative, Tammi Reliford, and assigned Center Director, Aimee Ainsworth. The Infant Program (ages 6 weeks-24 months) will operate in the infant room and toddler room. Fire clearance was granted on 11/30/2021. A tour of the facility per facility sketch was conducted. All indoor and outdoor activity space utilized for the children were inspected during inspection. Classrooms and outdoor activity space was previously measured and no changes have been made since.

Infant Room measured at 314 sq. ft. and Toddler Room measured at 602 sq. ft. The total infant indoor square footage measured at approximately 916 sq. ft., sufficient for 26 children. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. There is one changing table within an arm’s reach of a sink located in each room. A refrigerator is located in each room. Infant needs and services plan are located in a binder in the room and are to be updated on a quarterly basis. There is a total of 8 infant cribs located in the napping area in the Infant Room which are covered with vinyl and free of hazardous items. The cribs are arranged to provide a walkway between them. LPA's reminded Applicant that each infant's bedding shall be used solely per infant and not shared and shall be taken home at least daily for washing.

The outdoor playground consists of a fenced area, separated away from the preschoolers and school aged playgrounds. When LPA's inspected the outdoor playground, LPA's observed a canopy used for shade. Area has play equipment that appears to be age appropriate, and sufficient rubber matting for cushioning under the slides and climbing structure. Area measured at approximately 1,935 sq. ft., which will accommodate no more than 25 children at one time.

There are a total of 6 sinks and 1 toilet. All storage containers or trash cans containing solid or diaper waste have tight fitting lids and are in good repair. Children are to be escorted and supervised by staff to and from the bathrooms and under direct visual observation. There is two staff restrooms located in the hallway, which will also be used for the isolation restroom for ill child(ren). The director's office is located left of the reception area and will be used for the center's isolation area for ill child(ren) There is an operational carbon monoxide detector on site located in the kitchen, laundry room and above the kitchen's door. First aid kit was inspected and had all the required items. Ms. Ainsworth stated there are no firearms/weapons on site.

LPA's observed no bodies of water on site. Sign-in area is located in the front reception area. Ms. Ainsworth and Ms. Reliford were reminded to keep anything that reads, “Keep Out of Reach of Children” to be inaccessible to children. Ms. Ainsworth and Ms. Reliford were reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Drinking water is readily accessible via water bottles and refillable water pitchers.

LPA’s discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA's also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA's discussed California Megan's Law and provided: www.meganslaw.ca.gov. Ms. Ainsworth stated she understand that all staff must have a criminal record clearance and be associated to the facility prior to having a presence in the Center. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Please go to www.ccld.ca.gov and click on “Receive Important Updates,” then enter your email address and choose which program you would like to subscribe to and click subscribe. LPA also shared and reviewed Playground Safety Handbook, Risk in Play article, YMCA Childcare Resource Service, Helping Young Children Cope with Disaster, Active Supervision Handout, and COVID-19 Early Care and Education handout.

Exit interview was conducted. A license for 24 children (ages 6 weeks-24 months) is granted and effective today's date, 12/09/2021. This report shall be kept available at the facility for public review for 3 years.
