On 02/01/2022 at 2:01pm, Licensing Program Analyst, Samantha Clenista conducted an announced Change of Ownership Pre-Licensing inspection. LPA met with Center Director, Michaela Serbin (who is director qualified). CEO, Michael Ong, is out of town and due to COVID-19 restrictions, Mr. Ong granted permission that LPA meet with the Director during today’s inspection. It is to be noted that Mr. Ong was readily available via phone or FaceTime during the inspection if needed. First Aid Kit is kept in the director's office. Medications will be stored in a locked box in the director's office. Fire clearance was granted on 12/20/2021.

All indoor and outdoor play areas were previously measured, and no changes have been made since the last measurements. The infant program (ages 0-24 months) will operate in Room 4 and Room 6. These rooms measured at 779.53 square feet, which is sufficient for 22 infants. The toddler program (ages 18-36 months) will operate in Room 2 and Room 3. These rooms measured at 986.68 square feet, which is sufficient for 28 children. There is a separate crib area partitioned from the activity area in Room 4. There are currently 2 cribs in the crib area used for napping. The crib area was not included in the square footage. Mats are also available for children who are able to climb out of cribs. Visual observation to all infants shall be maintained at all times.

The infant rooms currently include one sink for food preparation and one sink for diaper changing in each room. There is a changing table within arm's reach of a sink in each room. Infant/toddler furniture includes tables, chairs, cubbies, soft toys, and other supplies and furniture for the children. Drinking water will be available in each room with pitchers. There is one potty chair in each toddler room. Director is aware that there should be one potty chair for every 5 toddlers that are potty training. There are a total of 6 sinks and 2 potty chairs for the infant/toddler classrooms.

There is a separate bathroom for staff, which will be designated for use by children who are ill. There is a carbon monoxide detector on site located kitchen. The kitchen area currently includes a sink, refrigerator, dishwasher, microwave, stove, and storage units. The menu is posted, as well as all other required documents for the parents and employees. The center will be providing electronic sign in/out located in the front lobby.

The infant and toddlers have separate indoor and outdoor activity space. The infant playground measures 866.25 square feet, which is enough space for 11 children. There is a large umbrella for shade, a large grassy area, and water will be brought out in pitchers. The toddler playground measures a total of 1,448 square feet which is enough space for 19 children. A playground waiver for the children to use the playground on a scheduled basis due to space limitations shall be submitted and approved prior to licensure. This playground has a grassy area, a large umbrella for shade, and water will be provided by using a pitcher. Playgrounds are appropriately fenced.

This facility plans to provide Incidental Medical Services – IMS. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. LPA and Director discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Director discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with Director the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Exit interview conducted and report was reviewed with the Director, Michaela Serbin. Once playground waivers for both components are approved, a license for 42 children (18 infants and 24 toddlers) may be granted upon final review.
