On 07/17/2023 at 9:00am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced follow-up Pre-Licensing inspection. Upon arrival, LPA met with Owner/Center Director, Belinda Arnold. Purpose of this inspection is to ensure that all corrections discussed during the initial pre-licensing dated, 05/03/23, are met. There were no children present during inspection. This facility houses a Toddler Program (ages 18-36 months) in Room 1 and a Preschool Program (ages 2-K) in Room 2, Room 3, and Room 4.

On 05/03/2023, Applicant had to do the following prior to licensure:
  • Fence in a separate toddler playground within the preschool playground
  • Place more toddler age appropriate play equipment in the playground
  • Submit an updated facility sketch to reflect appropriate restrooms, and labels of outdoor areas utilized for the children
  • Make the AC unit Room #4 inaccessible
  • Extend the fencing that surrounds both outdoor play areas to meet the 4ft. requirement
  • Place/rack more rubber mulch where falling hazard areas are under and around the big play structure
  • Obtain age verification for the playground structure


LPA inspected the areas that needed correcting. LPA observed the AC unit in Room #4 inaccessible via latch. The fencing that surrounds the entire playground was observed 4ft. or higher. Ms. Arnold has placed a temporary fence consisted of plastic/metal stakes and plastic netting to separate the preschool and toddler playground, however part of this fencing was observed to be unstable and had more than 4 inches off the ground. Ms. Arnold stated she will either have the steaks drilled in lower to meet the 4 inches or less off the ground, or place more netting. Ms. Arnold stated that this fencing has to be removed every Friday due to this playground being shared with the church.

Ms. Arnold is reminded to have the fencing in place during the facility's hours of operation. LPA observed the steaks to have permanent holes in the ground, so that the facility places the fencing in the same place that LPA observed and measured today. LPA observed a sticker on the playground structure reflecting ages 2-5 years old. LPA also observed additional rubber mulch placed under the play structure's falling hazards. Ms. Arnold stated she is still pending the playground inspector's report, and will send it to LPA once she receives it.

During inspection, LPA consulted with Ms. Arnold regarding what outdoor play areas are going to be used for preschool and toddlers. Ms. Arnold stated that there will be two separate outdoor areas for the preschool which in include (preschool playground 1 & 2). The toddlers will utilize the fenced in toddler playground, which LPA observed there to be sufficient toys and play equipment. All areas were measured today as followed:
  • Preschool playground 1 (where the play structure is)- 1,349.26 sq. ft.
  • Preschool playground 2 (walkway under the two staircases)- 888.79 sq. ft.
  • Toddler program (fenced in area left of the building)- 728.2 sq. ft.

Ms. Arnold stated she will provide LPA with an update facility reflecting the above changes. Total preschool outdoor play space measured at 2,238.05 sq. ft. sufficient for 29 children. Total toddler outdoor play space measured at 728.2 sq. ft., sufficient for 9 children. No playground waivers are needed. There are two staircases that lead upstairs that are located in Playground 2. Ms. Arnold stated that no one from the public will utilize these stairs during the facility's hours of operation. Ms. Arnold stated that she will place safety gates at the bottom of both stair cases to make it inaccessible to children during outdoor play. Ms. Arnold stated she will provide LPA with pictures of the safety gates in place. Ms. Arnold stated she will also make a sign stating that the gate to the center is off limits to the public during the facility's hours of operation.

Exit interview was conducted with Ms. Arnold. After LPA receives all pending corrections mentioned above and after conducting a final file review, a license for a total of 30 children; 6 toddlers (ages 18-36 months) and 24 preschoolers (ages 2-K) may be granted. Ms. Arnold stated her understanding. This report shall be kept available at the facility for public review for 3 years.
