On July 26, 2023 at 9:20 a.m. Licensing Program Analyst’s (LPA’s), Leilani Curtis and Samantha Clenista conducted an announced Pre-Licensing inspection. Upon arrival, LPA's met with administrator/school superintendent Kelly Baas. All indoor and outdoor activity space utilized for the children were inspected today. Facility is requesting to be licensed for 30 preschoolers, ages 3-4 years old in preschool room #1 and preschool room #2. Fire clearance was granted on 5/17/23. LPA’s informed Ms. Baas that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor play. When medications are on site (depending on the medication), Ms. Baas stated that they will be in a locked cabinet in the main office.

LPA’s continued to tour the facility and measured all indoor and outdoor activity space. The preschool rooms were measured as follows:
  • Preschool room #1 (3-year-old room) is 1,162.65 sq. ft. which will accommodate 33 children.
  • Preschool room #2 (4-year-old room) is 1,167.10 sq. ft. which will accommodate 33 children.

Total indoor activity space equates to 2,329.75 sq. ft., sufficient for a total of 66 children. There is a restroom located in each classroom that is equipped with 3 toilets. Each classroom also has 4 sinks available for the children, and one sink for staff usage. LPA’s observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. There are two separate staff restrooms located in the hallway. The facility houses one classroom on site that is designated as an after-school classroom for school age children, which is not overseen by CCL. There are also two additional restrooms located in the hallway which are used by the school age children in the facility. LPA’s advised Administrator/Superintendent that there will be no commingling between the preschool and school age children. The conference room and staff restroom will be the isolations area for children who are ill. Kitchen area and food storage area was observed free of rodents and/or vermin. There is an operational carbon monoxide detector on site located in classroom #1. All required documents were observed posted in the main parent drop off/pick up area. This area is also where the sign-in and out sheet is located.

The facility currently has a separately fenced in playground designated for the preschool children. LPA's informed Ms. Baas that children must be escorted to and from the playground, and that staff must maintain direct supervision at all times. The playground measured at approximately 5,752.48 sq. ft., sufficient for 76 children at one time. The playground was observed to be fully fenced and has trees used for shade. Area had age-appropriate toys and play equipment. The superintendent/administrator stated that the facility plans to install a play structure in the future. LPA’s advised Ms. Baas that any physical plant changes including the addition of the play structure must be reported to and approved by Community Care Licensing prior to usage. Drinking water is readily accessible inside and outside the classroom via water fountains. LPA’s observed that this facility shares the grounds with Spencer Valley Elementary School which houses a pond located in the courtyard of the elementary school. The pond is approximately 237 ft. from the preschool building and the pond itself is approximately 16 ft. x 10 ft, and 1-2 ft. deep. The pond was observed to be not fenced or covered, making it accessible to the preschool children. After discussing the bodies of water regulation with Ms. Baas, she stated that she would either fence in the pond, or cover it per regulation to make it inaccessible. Ms. Baas stated that she will advise LPA Curtis of her decision by Friday, August 4, 2023.

LPA's reviewed with Ms. Baas the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Ms. Baas was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Ms. Baas was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Ms. Baas stated that the facility was built in 2022, which exempts it from this water testing requirement.

Prior to licensure, the following is needed:
  • The pond on the property will be fenced or covered per regulation.
  • Submit completed director’s packet for Gabriella Farr.
  • Update Parent Handbook to reflect Gabriella Farr as Director/Site Supervisor.
  • Updated job description for Director/Site Supervisor position

Exit interview was conducted and report was reviewed with Administrator/Superintendent Kelly Baas. A notice of site visit was given to Ms. Baas and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A license for 30 preschool children, ages 3-4 years old in preschool room #1 and preschool room #2 may be granted upon receiving the above corrections and after conducting a final file review. Ms. Baas understands that this report shall be kept available at the facility for public review for 3 years.
