On 04/03/2024 at 10:15am, Licensing Program Analysts (LPA), Samantha Clenista and Selina Siao conducted an announced Pre-Licensing inspection. Upon arrival, LPAs met with Christina Bradley, Licensee Representative/Applicant. Facility is requesting to be licensed for 30 infants (0-2yo) in Capullos and Orugas, and 30 preschoolers (ages 2 to entry of TK/kinder) in the Mariposas, Abejas and Mariquitas. Hours of operation will be Monday thru Friday, 7:30am-5:30pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Mrs. Bradley that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities to ensure their overall health and safety. When medications are on site, Mrs. Bradley stated that they will be kept in a locked cabinet located in the office. A fully equipped first aid kit is located in the office. There is an operational carbon monoxide detector on site located in the staff room. All required licensing documents were observed posted in the pick-up/drop off area. Children will be signed in and out in this area via electronic system called Brightwheel.

LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total infant indoor activity space measured at 1,248.77 sq. ft., which is sufficient to accommodate the requested overall capacity of 30 infants. Total preschool indoor activity space measured at 2,105.47 sq. ft., which is sufficient to accommodate the requested overall capacity of 30 preschool children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard.

Drinking water is available inside and outside the classrooms via water bottles and refillable water bottles that Mrs. Bradley stated will be required of each parent/guardian to bring for their child(ren). LPAs observed all hazardous items indoors to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 03/28/24. LPAs reminded Mrs. Bradley to ensure daily checks of all classrooms and outdoor play areas are free of hazards, especially anything that reads “Keep out of Reach of Children.”

In the infant rooms, changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. There are currently 5 cribs in the Orugas Room, which was observed to be not appropriately barricaded per regulation. Crib area was not counted as part of the indoor activity space. LPAs reminded Mrs. Bradley that the barrier she has to install shall meet at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs will be kept available via Brightwheel App. Needs and Services Plans and Sleep Plans will be kept for each child in the office and within each classroom, and Mrs. Bradley was reminded that they must be updated quarterly.



LPAs observed a total of 3 sinks available for the infants and 2 changing tables within arm’s reach of a sink (one located in the Orugas Classroom and another one in Capullos Classroom). There are a total of 5 sinks, 1 urinal and 5 toilets available for the preschool children. These are sufficient to accommodate the requested overall capacity of 30 infants and 30 preschool children. There is a staff restroom located on site with a total of 2 sinks and 3 toilets. The isolation area for children who are ill will be the office and one sink and one toilet stall located in the staff restroom. Mrs. Bradley was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Facility will provide 4 meals daily (breakfast, AM snack, lunch and PM snack). The kitchen area currently includes one sink and food storage. Area was observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Mrs. Bradley stated that she will move the following from her other location to this kitchen; one refrigerator, one table and one microwave.

The facility currently has 2 separately fenced playground areas available for the children (one for their infant and one for their preschool children). Both playground areas were observed to be fully fenced per regulation via horizontal bricks and vertical vinyl fencing, which was observed to be at least four feet high. The total square footage for the infant playground is 3,592.67 sq. ft., which is sufficient to accommodate the requested capacity. The total square footage for the preschool playground is 5,584.50 sq. ft., which is sufficient to accommodate the requested capacity. Shade is provided via canopy and sails. There are sufficient outdoor age-appropriate toys and play equipment available on both playgrounds. There were several climbing structures on both playgrounds that were observed to be in good condition and properly anchored. There were wood chips observed under the preschool structure, sufficient to sustain a fall. LPAs reminded Mrs. Bradley to conduct daily checks of the falling hazard areas to ensure sufficient cushioning is placed, otherwise raking the woodchips that are from non-falling hazard areas to the falling hazards shall be conducted prior to children playing on the playground. Mrs. Bradley stated that children are going to be escorted and directly supervised to and from the fenced playgrounds at all times. LPAs observed there to be a tree stump located in between the grassy area and play structure located in the preschool playground which is a potential tripping hazard. Mrs. Bradley stated she will ensure that it is either removed or inaccessible to children. The facility has two garden beds (one located in their infant and preschool playground). Mrs. Bradley stated she will fill it with soil and flowers to refrain from water accumulating.

Mrs. Bradley was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPAs reviewed with Mrs. Bradley the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Mrs. Bradley was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Exit interview conducted and report was reviewed with the Mrs. Bradley.

The following corrections are needed prior to the issuance of the license:
  • Remove or make the tree stump in the preschool playground inaccessible to children.
  • Place soil/flowers in the two-garden beds (one in the infant and one in the preschool playground) to refrain from water accumulating.
  • Place 2 stepping stools in the staff restroom as it is going to be the designated isolation restroom.
  • Provide an updated parent handbook detailing the facility’s curriculum being Reggio Emilia to state their procedure of utilizing the grassy area that currently has weeds and foxtails as part of their curriculum, otherwise remove it all together or mow it down.
  • Install a 4ft. barrier made up of sound absorbing material in the Orugas Classroom to divide the crib and indoor activity space.
  • Fix the sink counter top located in the preschool restroom which LPAs observed unfinished construction.
  • Make the rubber cushioning in the infant playground leveled to refrain from it being a tripping hazard.

Mrs. Bradley stated she understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. If an extension is required, Mrs. Bradley will contact LPA Clenista to request it and provide an explanation for the extension.
