On 1/27/2025 at 9:20AM, Licensing Program Analyst (LPA), Selina Siao conducted an announced Pre-Licensing inspection for a change of ownership inspection from an Individual to an LLC. Upon arrival, LPA met with Applicant/Director Nadezda Guseva. Applicant is requesting to be licensed for 45 preschoolers (ages 2 to kindergarten) in classrooms #1 (Suite #5), #2 (Suite #6) and #3 (Suite #7). Hours of operation will be Monday to Friday 7am to 6pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Nadezda that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ms. Nadezda stated that they will be in a wall cabinet located in room #3. A fully equipped first aid kit is located in the wall cabinet in room #3. There is an operational carbon monoxide detector on site located in room #1 (isolation area). All required licensing documents were observed posted on the wall in room #2 (main entrance area). Children will be signed in and out at room #2 clip board above the children’s cubby.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 2480.77 square feet, which is sufficient to accommodate the requested capacity of 45 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via the children’s own water bottles and it gets refill from a water dispenser located in room #3. LPA observed all hazardous items to be inaccessible to children. Applicant stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 10/08/2024.

LPA observed a total of 3 sinks and 3 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 45 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the isolation area in room #1 (also where the facility store the children’s napping equipment) and the isolation restroom is the staff’s restroom located in room #2.

Facility will provide breakfast, AM/PM snacks and lunch to the children. Applicant stated that she prepares the food at home, and they bring it to the facility during lunch time. The kitchen area currently includes small refrigerator, sink and microwave and there is another small refrigerator located in the isolation area with snacks. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children.

The facility currently has a fully fenced playground area. Fencing is vinyl material that is at least four feet high. The total square footage for all the outdoor activity space measured to be 1293.05 square feet, which is sufficient to accommodate for only 17 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via multiple sail shades. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is no climbing structure on the playground for children. Drinking water is available via the children’s own water bottles when they are outside. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Ms. Nadezda was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



The following corrections are needed prior to the issuance of the new license.

· Applicant shall submit an outdoor playground waiver due to insufficient outdoor activity space for the requested capacity of 45 children and obtain approval by the department.
  • Add room numbers for each rooms #1, #2 and #3.

  • Add a sign at the door for isolation area.

Applicant Nadezda Guseva understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
