On 10/22/2024 at 9:30am, Licensing Program Analysts (LPAs), Selina Siao and Samantha Clenista conducted an announced Pre-Licensing inspection for a adding a toddler component. This pending facility is a single license and it’s being consolidated with the existing preschool license with facility number 376105123.

Upon arrival, LPAs met with applicant/Director Ms. Cindy Quintana Roo. Applicant is requesting to be licensed for 62 children which includes 20 infants (3 months to 18 months) in classroom #1, 19 toddlers (ages 18 to 36 months) in classroom #2 and 23 preschool children (ages 2 to kindergarten) in classroom #3. Facility operates Monday to Friday from 7am to 6pm.



All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Cindy Quitana Roo that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, facility representative stated that they will be in facility’s office located upstairs. A fully equipped first aid kit are in each classrooms. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted outside the infant napping room. Children will be signed in and out through Pro Care app.

LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space Infant (room 1) measured to be 703.15 square feet, which is sufficient for the requested capacity of 20 infants. Toddler component (room 2) measured to be 702.78 square feet which is sufficient for the requested capacity for 19 children. Preschool (room 3) measured to be 814.61 square feet, which is sufficient to accommodate the requested capacity of 23 children. LPAs observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, and mats for infants who can climb out of a crib and cots for preschool children, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard.

Drinking water is available in the classrooms via Kirkland gallon water with a water jug in each classroom. LPAs observed all hazardous items to be inaccessible to children. Director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 10/08/2024 with special conditions. The fire clearance special conditions includes the following: 1) No kids allowed on second floor, 2) Occupant loads of classrooms not to be exceeded room #1: 21, room #2: 19 and room #3: 23 (including staff and children) and 3) fire alarm drills required monthly.

Highchairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Highchairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a connected room in classroom #1. There are 10 cribs available for infants in the napping room. Sleep logs will be kept in the napping room for the infant component and in classroom #2 for the toddlers up to 24 months old of age. Needs and Services Plans and Sleep Plans will be kept in the classroom.

LPAs observed 1 toilet and 2 sinks available for the infant component. The sink is within arm’s reach of a changing table. The toddler component has 2 sinks, 1 toilet for every 5 potty training toddlers. The preschool component has 2 sinks and 2 toilets located in room 2 for the preschool children’s use. These are sufficient to accommodate the requested capacity for each component. The isolation restroom with 1 sink and 1 toilet is located inside classroom #1 and the isolation area will be in classroom #3. The staff restrooms are located upstairs near the office.


Facility provides morning and afternoon snacks to the children and the children brings their own lunch to school daily. The kitchen has a sink, refrigerator located inside the toddler room #2. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Snacks was observed to be properly stored separate from cleaning materials.

The facility currently has a fully fenced playground area which is separate from other components. Fencings are at least four feet high for all 3 separate playgrounds. The facility has a total of 3 separate outdoor play areas that were inspected and measured. The infant playground measured at 744.28 square feet, sufficient

for only 9 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. The Toddler playground measured at 1,715 square feet, sufficient for the requested capacity of 19 children. The preschool playground measured at 3667.98 square feet, sufficient for the requested capacity of 26 children. Shade is available for all three playgrounds via sail shades, canopy shades, trees, and building. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground for children ages 2 to 5 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber cushioning. Drinking water is available via Kirkland gallon water bottles and paper cups both indoor and outdoor. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPAs reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPAs discussed the safe sleep regulations with Director and discussed the Childcare Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.



Applicant submitted the infant outdoor playground waiver request to LPA Siao during today’s inspection.

A license for 65 children will be granted upon a final file review and infant outdoor playground approval by the department.
