13 | On 10/20/2025 Licensing Program Analyst (LPA) Hanna Lucas, made an unannounced visit to deliver findings on the above allegation. LPA met the Director/Licensee, Cindy Quintana Roo, and inspected the facility. During the inspection there were 57 children, with 11 staff members, present at the facility.
Throughout the investigation, LPA observed facility operation, reviewed pertinent documentation and conducted interviews with staff and parents. LPA observed a repair in the wall located upstairs, near the women’s restroom, inaccessible to children, that the Director/Licensee stated was caused by a water leak found last month, September 2025, taking several days to repair. Parent interviews concluded the same. However, in both parent and staff interviews there was conflicting information whether Classroom 2 was also affected by the leak. Classroom 2 is occupied by children. Director/Licensee declined providing documentation verifying where and what was repaired. Based on the information obtained, it cannot be conclusively proven or disproved that the facility environment is unsafe for children in care. Therefore, the allegations are UNSUBSTANTIATED. |
