On 09/10/2024 at 9:30am, Licensing Program Analysts (LPAs), Selina Siao and Saraliz Velando conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with Applicants Behnam Talachi and Mahboobeh Jamsahar and Director Kelly Hernendez. Applicant is requesting to be licensed for 5 toddlers ages 18 to 36 months in classroom #7 and 114 preschoolers ages 3 to 5 years old in classrooms 1,2,3,4,5,6 and 8. Hours of operation will be Monday to Friday from 7am to 5:30pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be in a cabinet located in the Director's office inaccessible to children. A fully equipped first aid kit is located in the Director's office. There is an operational carbon monoxide detector in each classrooms. All required licensing documents were observed posted in the front lobby area. Children will be signed in and out at the front area via the Brightwheel app.

LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total preschool indoor activity space room 1, 2, 3, 4, 5,6, 8, gathering area and library measured to be 2724.43 square feet, which is only sufficient to accommodate 77 children and not sufficient for the requested capacity. The toddler indoor activity space room 7 measured to be 609.68 square feet and it is sufficient for the requested capacity of 5 toddlers. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water will be available in the classrooms via a water pitcher. LPAs observed all hazardous items to be inaccessible to children. Applicant stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 08/14/2024.

LPAs observed a total of 12 sinks, 3 toilets and 1 urinal available for preschool children’s use. And there is a sink and changing table in the toddler room, facility representative was advised that there shall be one potty chair for every 5 toddlers that are being potty train. These are sufficient to accommodate only 60 preschool children and 5 toddlers. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff's restroom.

Facility will provide morning and afternoon snacks to the children and the children will bring their own lunch from home. The kitchen area currently includes refrigerator, dish washer, stove and a water purify dispenser. Hazardous items in kitchen are inaccessible to children.

The facility currently has a fully fenced playground area. Wood fencing is at least four feet high. The total square footage for all the outdoor activity space preschool playground and enclose patio area is 5825.31 square feet, which is sufficient to accommodate up to 77 children at one time. Shade is provided via multiple umbrellas and tree at the preschool play area. The toddler playground has a tree and building as shade. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground for children ages 2 to 12 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber cushioning. Drinking water is available with filtered water (Pure Water Technology) that is at the facility's kitchen and a water pitcher will be available outside as well. LPA observed all hazardous items on the playground to be inaccessible to children. Facility representatives was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Facility representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPAs reviewed with facility representatives the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Facility representatives was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. “



Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. No correction is needed. A license for 65 children including 5 toddlers ages 18 to 36 months and 60 preschool children ages 3 to 5 will be granted today.

Facility representatives understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
