On 12/11/2024 at 11:30am, Licensing Program Analyst (LPA), Selina Siao conducted an unannounced Case Management inspection for an increase in capacity and for adding an infant component and removal of the toddler component. Upon arrival, LPA met with Director Kelly Hernandez and Administrator Ben Talachi. Licensee is requesting to be licensed for 17 infants (ages 0 to 24 months) in classroom 7 and 58 preschooler (ages 2 to 5 years old) in classrooms 1, 2, 3, 4, 5, 6, 8, Gathering Area and Library. Facility’s hours of operation is Monday to Friday from 7am to 5:30pm. Present during today’s inspection were 3 preschool children with staff Valeria Katona. Appropriate ratios and supervision was observed. All staff members has the required background clearances and are associated to the facility. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Administrator Ben Talachi and Director Kelly Hernandez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and remeasured classroom 7 that has been converted into an infant classroom with a crib area. LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. LPA observed 6 cribs available in the infant napping area. There shall be a potty chair available for every 5 potty training infants. The infant room has a sink in the infant room within arm’s reach of a sink. Total indoor activity space for the infant room measured to be 475.55 square feet, which is sufficient for only 13 infants. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available with a water pitcher in the classrooms and the playground and facility has a filtered water (Pure Water Technology) located in the kitchen. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 11/12/2024.

The changing table in the infant room has at least 1” padding covered with moisture resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a wall divider. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs and the Needs and Service plans will be kept in the infant room. The Individual Sleep Plans will be kept in the Director’s office.

LPA observed a total of 1 sink available for the infant component and there are 12 sinks, 3 toilets and 1 urinal for the preschool children’s use. These are sufficient to accommodate the requested capacity. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the Director’s office and the child who is ill will also use the staff’s restroom.



The facility currently has a fully fenced playground area. Wood fencing is at least four feet high. The total square footage for the infant outdoor activity space was previously measured to be 1500.50 square feet, which is sufficient to accommodate the requested infant capacity. The preschool outdoor activity space was previously measured to be 5825.31 square feet, which is also sufficient to accommodate the requested preschool capacity of 58 children. There are sufficient shade available for both outdoor areas via trees and umbrellas. LPA observed all hazardous items on the playground to be inaccessible to children. Administrator Ben Talachi and Director Kelly Hernandez were reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



A license for a total of 71 children including 13 infants (ages 0 to 24 months) in room 7 and 58 preschool children (ages 2 to 5 years old) will be granted effective today.

A notice of site visit was given to facility representatives and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the administrator Ben Tanachi and Director Kelly Hernandez.
