On January 28, 2026 at 11:38 AM, Licensing Program Analyst (LPA), Hayley Corn arrived at EES, Vista Early Learning Center to initiate an investigation and deliver the investigative findings of the allegation listed above. LPA met with Director, Darlene Skidmore.

On January 26, 2026, a complaint was received alleging a staff member consumed drugs during work hours, impairing their ability to provide adequate care and supervision, which presents a risk to children in care. Specifically, it was alleged that one unidentified teacher smells like marijuana in the morning during child drop-off.

On January 28, 2026, LPA interviewed three staff including the teachers in the room in question. Teachers in the classroom denied consuming drugs during work hours and denied ever smelling marijuana on other staff members at the facility. work hours and have not seen any staff behaving in an unusual manner. The director informed LPA that there is a reservoir near the facility that sometimes emits an odor.

Based on LPA’s observations, record review, and interviews conducted the allegation a staff member consumed drugs during work hours, impairing their ability to provide adequate care and supervision, which presents a risk to children in care is unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

Appeal rights were issued and discussed with the director and their signature on this form acknowledges receipt of these rights.

Exit interview was conducted and report was reviewed by Director, Darlene Skidmore. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to the interior side of the main door for 30 days. The report must be made available to the public for three years. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
