On September 19, 2024, at 3:01PM, Licensing Program Analyst (LPA), William Chancellor arrived unannounced to Childrens Choice Academy: Vista (CCC) and met with Shannon Spencer to discuss the investigative findings of the allegation listed above. On August 5, 2024, at 11AM, LPA conducted a tour, took census of the CCC and gathered evidence relevant to the investigation. During the investigation, LPA made observations and conducted confidential interviews with four staff (S1-S4).

On August 5, 2024, a complaint was received alleging that staff handled daycare child in a rough manner. Specifically, that Child 1 (C1) complained about not wanting to go to school because Staff 1 (S1) hurt them by squeezing their hand. Interviews with staff could not corroborate that the hand “squeeze” was done as a form of discipline. LPA confirmed S1 is no longer associated to the CCC through Guardian as of May 2023. Four of four interviews revealed there were no eyewitnesses to the incident of S1 squeezing C1 hand as a form of discipline.

Based on interviews and record review, LPA is unable to corroborate the allegation that staff handled daycare child in a rough manner. This allegation may have occurred; however, it is not supported, or proven by evidence. Therefore, the above allegation is unsubstantiated.

An exit interview was conducted, a copy of this report, and appeal rights, along with a Notice of Site Visit was handed to Shannon Spencer. Notice of Site Visit must remain posted for 30 consecutive days in a prominent place, visible to families and caregivers.
