On December 14, 2023 at 12:16 pm, Licensing Program Analysts (LPAs), Diana Brasel and Ana Noble conducted an unannounced Case Management inspection for an Increase in capacity. Upon arrival, LPA met with Facility Representative, Jenni Grawvunder. Licensee is requesting to be licensed for Infants ages 6 weeks - 2, in infant room 1 and infant crib room 2. Hours of operation will be Monday - Friday 6:00 am to 6:00 pm. Present during today’s inspection were 6 children with 3 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA's informed Jenni Grawvunder that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA's continued to tour the facility, LPA's verified no changes to the classrooms and used the measurements taken by LPA's during a recent visit for existing indoor and outdoor activity space. Total indoor activity space measured 1749.25, which is sufficient to accommodate the requested capacity of 36 children. LPA's observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water dispenser and children's cup.

LPA's observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on November 16, 2023.

LPA's observed 5 sinks, 10 cribs, 2 toilets, and 3 changing tables. LPA's observed matts for the older infant children. ---continued on LIC 809C----

These are sufficient to accommodate the requested capacity of 36 children.

The facility currently has a fully fenced playground area. Fencing with chain link in the front and wood in the back of the playground which is at least four feet high. The total square footage for all the outdoor activity space is 1739.89, which is not sufficient to accommodate the requested capacity, 36. The facility will be requesting a Waiver for a scheduled time to not exceed the amount of 23 children at any given time, due to infant outdoor playground measurements.



Shade is provided via canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a play structure located on the infant playground that does not have a manufacture label on structure. There is adequate cushioning in fall zones of climber provided by rubber padding. Drinking water is available via children's drinking bottles/sip cups. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Correction needed:


1. An approved Waiver for the time scheduled of usage for the infant playground to not exceed 23 children at a time.
Upon approval of the submitted Waiver for the scheduled usage of the infant playground, the pending increase request for 36 children will be granted upon final review.

Criminal Record Clearance - Child Care Centers:
Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

“LPA discussed the safe sleep regulations with the Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource.
