On the above noted date and time, Licensing Program Analyst (LPA) Diana Brasel conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Facility Representative Scott Bayer. Applicant is requesting to be licensed for 48 preschool children ages 2-5 in rooms 102, 104, and 106. Hours of operation will be Monday - Friday 7:30 am - 5:30 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Scott Bayer and Amanda Guyer that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Amanda Guyer stated that they will be in a higher cabinet located in the Director office or kitchen refrigerator if needed. Meds will be labeled. A fully equipped first aid kit is located in directors office. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in the entrance hallway. Children will be signed in and out outside of each classroom.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 2238.88, which is sufficient to accommodate the requested capacity of (48) Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via Brita filtered water. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 04/23/24. An updated fire clearance needed for children age range changed from 3-5 to 2-5. E occupancy class given on granted fire clearance applicant spoke with Fire Marshall on today's date, possible change of occupancy code, LPA will obtain updated if needed.

LPA observed a total of (6) sinks and (5) toilets available for children’s use. These are sufficient to accommodate the requested capacity of (48) children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the directors office.

Facility will provide am and pm snacks only, children are to bring their lunch. The kitchen area currently includes refrigerator, microwave, toaster oven, and sink. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. The kitchen/break room will be used by church staff also, the preschool has designated preschool cabinets and will designate a portion of the refrigerator for the preschool, both areas will be clearly labeled. Hazardous items in kitchen are inaccessible to children via a locked door.
The facility currently has a fully fenced playground area. Fencing chain link, brick wall, and building, which is at least four feet high. The total square footage for all the outdoor activity space is 8114.69, which is sufficient to accommodate the requested capacity. Shade is provided via large canopies that will have weighted sand bags. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. In addition to the outdoor activity space located indoors there is an area outside of the classrooms which has been designated as the indoor activity space which will accommodate the requested capacity. Outdoors there are no climbing structures, indoor there are small climbing activity items with padding underneath. Drinking water is available via Brita water in an igloo with disposable cups. LPA observed needed corrections outdoors that are hazardous to children and accessible (see corrections needed). Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

The following corrections are needed prior to the issuance of the license:

1. An updated STD 850 to reflect the ages of children from 3-5 to 2-5 will be needed. LPA will obtain.
2. Proof that all areas on the building wall located on the outdoor playground has had all chipped
stucco areas repaired.
3. Proof that all areas of the brick wall located on the outdoor playground has had all chipped paint
repaired.
4. Proof that the area of the curb on the outdoor playground that is broken and poses as a tripping
hazard has been repaired.
5. The area of the gate that the distance from the ground to bottom of the gate is currently a foot
from the ground. Proof the the gate has been brought lower to prevent a child from crawling under
and through the opening shall be submitted. The gate leads to a parking lot. The other areas are
low to the ground to prevent a child from crawling under.

Facility representative Scott Bayer understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
