On the above noted date and time, Licensing Program Analyst (LPA's), Diana Brasel and Griselda Castellon conducted an announced pre-licensing inspection for a new application. Upon arrival, LPA met with Applicant Janet Andrade. Applicant is requesting to be licensed for two components, 12 infants ages 0 - 2 in infant room 2 and 66 preschool children ages 2 through 5 in preschool room 1, 3, 4, and 5. Hours of operation will be Monday - Friday 7:00 am - 6:00 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Janet Andrade that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Janet Andrade stated that they will be stored in the staff office. A fully equipped first aid kit is located in staff lounge. There is an operational carbon monoxide detector on site located in room 4 and hall way between preschool 1 and infant room. All required licensing documents were observed posted in the hallway outside of the parent lobby. Children will be signed in and out in the parent lobby.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for infant 437.97 (12 infant children) and preschool measured 2319.01 (66 preschool children), which is sufficient to accommodate the requested capacity for both components. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water and disposable cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.

Fire clearance was granted on 04/26/2024.

LPA observed a total of 2 sinks and 2 potty toilet and a changing table for the infant component for children's use and preschool program a total of 5 sinks and 7 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 12 infant children and 6 preschool children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be in room located in room located off of the conference lounge room.



Facility will provide am and pm snacks. There is no kitchen, the facility has a small refrigerator located in the infant room and staff lounge, the refrigerator in staff lounge will clearly designate staff from children. In addition there is a microwave in the staff lounge if needed. The snacks are stored in preschool room 4 in high cabinets. Food was observed to be properly stored separate from cleaning materials. Hazardous items are stored in the locked staff restroom.

The facility currently has a fully fenced playground area. Fencing chain link, brink wall, and vinyl fencing which is at least four feet high. The total square footage for all the infant outdoor activity space is 792.28, which is not sufficient to accommodate the requested capacity of 12 children, the preschool outdoor activity space is 4668.23 which is not sufficient to accommodate the requested capacity of 66 children. An outdoor playground waiver shall be submitted for the infant component and preschool component with different times AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided on the infant playground via permanent canopy and small umbrella and on the preschool playground there is a large wind sail, large tent canopy, and trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground for children ages 2-6, cushioning in fall zones of climber provided by artificial turf and rubber mats. Drinking water is available via filtered water in jugs and disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Janet Andrade was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing table have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via vinyl fence/gate that is not four feet high and is not made of sound absorbing material. I does allow for supervision of napping children. Sleep logs will be kept in the infant room. Needs and Services Plans and Sleep Plans will be kept in the infant room

Criminal Record Clearance - Child Care Centers:


Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

MyChildCarePlan.org--Child Care Centers and Family Child Care Home:


Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead


within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

The following corrections are needed prior to the issuance of the license:

1. Proof that the infant napping wall has been raised to 4 feet tall and sound absorbing
material has been added.
2. Proof that the infant fence around the infant playground is 4 feet tall, currently its under 4 feet.
3. Proof that all shelves in the preschool rooms have been anchored. Proof that the tall
playhouse located in preschool 5 has been anchored.
4. A waiver will be needed for the outdoor playground for both infant and preschool using a time
schedule.
4. LPA Brasel will obtain an updated STD 850 for the facility.

Applicant Janet Andrade understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
