On the above listed date and time, Licensing Program Analyst (LPA) Kelly Gerth made an unannounced visit and met with Childtime Childrens Center (CCC) Assistant Director Nicole Oller to deliver the findings from a complaint made to Community Care Licensing (CCL) on February 11, 2025. The complaint CCL received stated the following allegations: Staff yells at daycare children and Staff handles day care children in a rough manner.
On 02/12/2025, LPA Kelly Gerth made an unannounced visit to conduct investigations regarding the complaint of the above allegation. During the investigation on this date, confidential interviews were conducted with 2 children and 2 staff, copies of pertinent records that included: facility roster, classroom roster, employee handbook, and upcoming staff meeting and training agenda. Additional interviews were conducted on 02/12/25 and 02/20/25 with the reporting party, enrolled children and center staff.
Regarding the allegation Staff yells at daycare children, based on the interviews conducted and the observations made by LPA Gerth on 02/12/25 and 02/20/25, LPA could not corroborate allegation that any staff are yelling at children at the daycare. Interviews revealed that staff felt the noise level in the center was loud, but it was likely due to the large size of the facility and the number of children and activities. Next Page

Additionally, LPA did not observe or find specific instances where staff were yelling at children. It was noted that some staff members spoke louder than others, but this was not deemed inappropriate in tone or volume during LPA's observations. There is not a preponderance of evidence to prove the alleged violations did occur, therefore the allegation is UNSUBSTANTIATED.

Regarding the allegation Staff handles day care children in a rough manner, based on the investigation conducted by LPA Gerth, which included interviews with staff, children in care, and other pertinent parties, there was no corroborating evidence to support the allegation that staff were handling children in a rough manner. LPA obtained evidence showing that the facility provides ongoing training and support to staff, including acceptable behavior management techniques such as redirection and hands-off approaches. As a result, there is not enough evidence to prove that the alleged violation occurred, and the allegation is deemed UNSUBSTANTIATED.

A copy of this report, appeal rights and Notice of Site Visit were provided to Assistant Director Nicole Oller and was reminded that the “Notice of Site Visit” must be posted for 30 consecutive days. Failure to post will result in Civil Penalties of $100.00.
