On the above listed date and time, Licensing Program Analyst (LPA) Kelly Gerth made an unannounced visit and met with Childtime Children’s Center (CCC) Assistant Director Nicole Oller to deliver the findings from a complaint made to Community Care Licensing (CCL) on October 29, 2025. The complaint CCL received stated the following allegation(s): Facility is out of ratio.
On 10/30/2025, LPA Kelly Gerth made an unannounced visit to conduct investigations regarding the complaint of the above stated allegation. During the investigation on this date, confidential interviews were conducted with (6) staff members, evidence was gathered and LPA Gerth conducted classroom walk throughs observing ratios and attendance. On 11/03/2025 LPA Gerth conducted a subsequent visit, where an additional (3) staff interviews were conducted, LPA again observed ratios and attendance in classrooms and gathered further documents pertaining to the investigation.
Regarding the allegation Facility is out of ratio. Based on interviews conducted on 10/30/25 and 11/03/25, LPA Gerth found that staff interviews corroborated the CCC staffing schedule gathered as evidence, to reflect that due to enrollment numbers and full staffing, the CCC regularly has additional staff to support preschool classrooms and/or allow some staff to leave earlier than the shift times scheduled for and still remain in ratio.

In addition, LPA Gerth found during the observations made on both unannounced visits on 10/30/25 and 11/03/25 that all classrooms were in ratio and additional staff were present for preschool classroom support.
LPA Gerth also observed on both visit dates, the Director and Assistant Director to be available to classrooms and staff, and were appropriately responsive when notified or support was requested. Additional evidence gathered during the investigation, including the children’s attendance rosters, also supported that throughout October 2025 the CCC has been in ratio with additional staff available as classroom support. Therefore, at this time there is not a preponderance of evidence to prove the alleged violations did occur, therefore the allegation is UNSUBSTANTIATED.
A copy of this report, appeal rights and Notice of Site Visit were provided to Assistant Director Nicole Oller and was reminded that the “Notice of Site Visit” must be posted for 30 consecutive days. Failure to post will result in Civil Penalties of $100.00.
