On February 18, 2026, at 2:25 p.m., Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced complaint inspection for the purpose of delivering findings regarding the above allegations. LPA met with Facility Representative, Alexa Gage. During the inspection there were 92-day care children being supervised by 10 staff members.

During the course of the investigation, interviews were conducted with the reporting party, facility representative, eight staff members, daycare parents and daycare children. Facility roster, an incident report and other pertinent documents were obtained and reviewed. It was alleged that facility staff removed furniture and play equipment as a form of discipline. The Facility Representative stated that the facility’s disciplinary practices involve verbal redirection or physically guiding a child when necessary. She further explained that if a child exhibits persistent challenging behaviors, a behavioral plan may be developed to identify triggers and address negative behaviors. Additionally, she stated observing some toys in classroom 2A were placed out of children’s reach on top of shelving and instructed staff to make the toys accessible.

Two out of eight staff members interviewed confirmed that some toys in classroom 2A were placed on top of cubby shelves and that the “home living” portable play equipment was turned to face the wall to prevent a child from climbing behind it or placed into other areas of the classroom. Staff stated that some toys were removed for safety reasons or because they were broken, not as a disciplinary measure. Based on the interviews conducted, there were no disclosures that corroborate that staff removed furniture and play equipment as a form of discipline. Due to conflicting interview statements, the allegation is found to be UNSUBSTANTIATED. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

It was also alleged that facility staff made inappropriate comments in the presence of daycare children. The Facility Representative stated that she has neither heard nor observed any staff members making such comments. She explained that staff are encouraged to bring any concerns or issues to her privately in her office. Staff interviewed denied making inappropriate comments in the presence of daycare children. Based on the interviews conducted, there were no disclosures that corroborate that staff made inappropriate comments in the presence of daycare children. Due to conflicting interview statements, the allegation is found to be UNSUBSTANTIATED. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.
