On 03/21/2025, at 9:30 AM, Licensing Program Analyst (LPA) Julieta Abrego conducted an unannounced Annual Required Inspection and met with the Licensee Rocio Shaver. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The licensee, four (4) helpers and 10 daycare children – three (3) children were infants – were present during this inspection. This facility is a two (2) story, five (5) bedroom, three (3) bathroom house. Licensee accompanied LPA during this inspection. The following areas used for childcare are: fenced and shaded backyards, family room, and the one (1) downstairs bathroom. The off-limit areas are the kitchen, garage, living room, dining room and top floor. Stairs to the top floor are barricaded with child safety gates. Access into the kitchen, dining room and living room is made inaccessible for children by use of a locked door connecting the family room into these rooms. Access into the garage is made inaccessible by use of a top door sliding lock.

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Hazardous items were observed inaccessible to children during this inspection. The Licensee has available toys, play equipment and materials. Children play in the shaded and fenced backyards. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. Licensee stated there are no weapons in the home.

Licensee’s First Aid and CPR certifications expire in February 2027. Licensee has required immunizations. Mandated Reporter Training was completed on 08/14/2023. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 12/15/2024.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

On this date, 03/21/2025, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. During the exit interview, the Licensee Rocio Shaver, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA will provide the licensee with a copy of the Individual Infant Sleeping Plan” form.

LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the licensee. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

Two (2) Type B Deficiencies were cited. See 809-D. An exit interview was conducted, and the report was reviewed with the licensee Rocio Shaver. The licensing report will be e-mailed to the licensee and the licensee was advised that acknowledgment of receipt of the report and appeal rights are to be received within twenty-four hours. LIC 9213 NOTICE OF SITE VISIT FORM IS REQUIRED TO BE POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
