On 01/14/2026 at 11:00AM Licensing Program Analyst (LPA), Saul Zazueta conducted an unannounced complaint inspection regarding the above allegation(s). Upon arrival, LPA met with Licensee, Ceferina Camarena and discussed the purpose of the inspection, the complaint process and was led on a tour of the facility.

During the course of the investigation, LPA conducted interviews with the licensee, staff, neighboring residents and daycare parents. Facility roster was obtained and reviewed by LPA.

It was alleged that staff are not providing adequate care and supervision to daycare children. Licensee denied the allegation, stating that they are attentive to all children and respond to their requests or needs in a timely manner. Licensee detailed their procedure on managing difficult behaviors and presented behavioral training certifications to LPA.

Daycare assistant was also interviewed, who reiterated the licensee’s claims, identifying the same procedures for managing difficult behaviors. Neighboring residents verified hearing the sound of children crying and playing coming from the daycare but reported hearing nothing out of the ordinary. Parents interviewed reported great satisfaction with the overall program with no concerns regarding staff supervision. Furthermore, during a visit to the facility, LPA observed staff providing adequate supervision.

Although the allegation(s) may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation(s) is UNSUBSTANTIATED.

Exit interview was conducted and this report was reviewed with Licensee, Ceferina Camarena. A Notice of Site Visit was provided and must remain posted for 30 days.
