25 | On February 12, 2025, at 10:56 AM, Licensing Program Analyst (LPA), Brian Morris conducted a Case Management Visit on this date to update Licensee Susan Coronado (#376615622) with Title 22 Regulations, specifically Assembly Bill (AB) 2866 – Pool Safety Requirements.
During this visit, LPA reviewed PIN Assembly Bill 2866, Chapter 745 and informed Licensee of the following:
- The new law states the pool must have an enclosure including, but not limited to, a fence, wall, or other barrier that isolates the pool from the home in addition to a pool cover, or alarm meeting specific American Society Testing and Materials standards. This is also known as ASTM standards.
- The enclosure including, but not limited to, a fence, wall, or other barrier must meet the following characteristics:
1. An access gate that opens away from the pool and is self-closing with a self-latching, lockable device that is no lower than 60 inches above the ground.
2. The enclosure must be at least 60 inches tall and the vertical clearance from the bottom of the enclosure to the ground must be no more than 2 inches.
3. No gaps in the enclosure that could allow for a sphere of 4 inches or larger to pass through.
4. The outside surface must be free of any physical characteristics that could be used as a handhold or foothold for a child to climb over.
5. If mesh fencing is used and it does not meet the requirements above, the licensee must provide documentation that establishes the mesh fencing is compliant with the American Society for Testing and Materials (ASTM) International Standard F2286. |
