25 | Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection at Clark, Sherry Family Childcare Home (FCC) on March 9, 2026, at 9:20 AM. LPA met with Licensee Sherry Clark, who guided LPA on a tour of the home. Upon arrival, six (6) daycare children were present with Licensee and one assistant. Two (2) additional children arrived later during the inspection. LPA verified the facility has ten (10) children actively enrolled with eight (8) children present.
The facility operates Monday through Friday, 6:30AM- 6PM, serving children three months to eight years old. Certain areas listed as off-limits, include the converted garage, laundry room and backyard. LPA observed latch locks toward the top of bedroom doors, and a locked side gate; ensuring that all off-limit areas are inaccessible to day-care children during operation hours. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of fourteen children and is operating within the licensed capacity on the license. The fire clearance for large family childcare was approved on January 1, 2016, by Vista Fire Department.
During the inspection, LPA observed both licensee and assistant to be engaging with daycare children in the front yard, transitioning for snack and assisting with bathroom breaks. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. All hazardous items, including toxins, are stored securely and are inaccessible to children. No weapons are present, and the Licensee, Sherry Clark, understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. Stairs are barricaded with a baby gate when children are in care.
The facility provides clean, safe, and age-appropriate toys for children. A current roster is on file, and required postings, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent’s Rights, are displayed. Fire and disaster drill documentation is maintained, with the last drill conducted on December 5, 2025.
