On September 4, 2024 at 9:25 a.m., Licensing Program Analyst (LPAs) Angela Nguyen and Vicky Williamson conducted an unannounced Annual/ Required inspection and met with the Licensee, Laurissa Kammerer. LPAS disclosed the purpose of the inspection and was granted facility entry by the Licensee. The Licensee and 1 day care child was present in the facility during this inspection. This facility is a single story 3-bedroom 3-bathroom home. Licensee accompanied LPAs during this inspection. The following areas used for childcare: day care room and attached bathroom and fenced front yard. The off-limit areas: Living room, kitchen, all 3 bedrooms, bathroom attached to master bedroom, hallway bathroom, side yard, backyard, and garage. The bedrooms are made inaccessible using doorknob covers, locks and safety gates to separate the off-limit areas from the day care area. The hours of operation are Monday-Friday, 7AM-5PM.

There are bodies of water on the premises. LPAs observed a Jacuzzi in the backyard that is locked and secured with latch and cover. LPAs observed an above ground swimming pool located in the backyard with a mesh fence that measures above five feet and has a self-latching gate that swings away from the pool, is self-closing and has a self-latching device per regulation CCR 102417(g)(5)(A). There is an approved waiver for the bodies of water that allows the licensee’s master bedroom window to have direct access to the body of water. The master bedroom window has an additional lock that does not have more than a four inch opening. The master bedroom door is off limits by a locked door and a child proof gate. The children do not have access to the main house where the master bedroom is located. The licensee stated there are no firearms or weapons in the home.


The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Hazardous items were observed inaccessible to children during this inspection. The Licensee has available toys, play equipment and materials. Licensee states children use fenced front yard for outdoor play. Licensee was reminded that continuous supervision is to be provided to children during outdoor activities.

Licensee’s First Aid and CPR certifications expire in 09/2025. Licensee has required immunizations. Mandated Reporter Training expires on 08/2026. LPAS reminded licensee that Mandated reporter and Pediatric CPR/ First aid expires every 2 years and is kept on file. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 05/14/2024. Staff and child record review was conducted.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAS discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAS also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA discussed Incidental Medical Services with licensee and will discuss at a later date when there are children enrolled. For IMS information, see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee and LPAS discussed the facility emergency disaster plan, LIC 311D, and safety of children. LPAS reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare areas.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during the time of inspection.

During the exit interview, the licensee, Laurissa Kammerer, confirmed that there are no Registered Sex Offenders living in the facility and LPAS completed the RSO profile. LPAS provided notice of site visit and observed it being posted at the facility.
