25 | Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection at Gomez, Silvia Family Childcare Home (FCC) on March 9, 2026, at 11:50 AM. LPA met with Licensee (LIC) Silvia Gomez, who guided LPA on a tour of the home. Upon arrival, eleven (11) daycare children were present with two assistants. LIC arrived within five minutes after. LPA verified the facility has eleven (11) children actively enrolled and eleven (11) present during inspection.
The facility operates Monday through Friday, 7AM- 5PM, serving children ages three months to five years old. Certain areas are listed as off-limits, including the entire second floor, attached garage, side yard and extended garden behind the backyard retaining wall. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of fourteen children and is operating within the licensed capacity on the license. The fire clearance for large family childcare was approved on July 25, 2016, by Vista Fire Department.
During the inspection, LPA observed both licensee and assistants to be engaged with daycare children in the backyard transitioning to lunch and then down for nap. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. All hazardous items, including toxins, are stored securely and are inaccessible to children. No weapons are present, and the Licensee, Silvia Gomez, understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. Stairs are barricaded with a baby gate when children are in care.
The facility provides clean, safe, and age-appropriate toys for children. A current roster is on file, and required postings, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent’s Rights, are displayed. Fire and disaster drill documentation is maintained, with the last drill conducted in February 2026.
