On December 7, 2023, at 9:15am., Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual inspection. LPA met with Licensee, Rocio Beltran and disclosed the purpose of the inspection. Also present was Licensee's spouse/assistant Gabriel Sandoval. There were six (6) daycare children present, two of whom are under 24 months of age during the time of inspection. Days and hours of operation are Monday - Friday, 5:00am - 5:30pm.

Licensee accompanied LPA during the inspection of the inside and outside of home. This is a one story, two - bedroom and one bath home. The following areas are used for child care: living room, dining room, bedroom #2, hallway bathroom, backyard and front patio. The off-limit areas are bedroom #1, garage and the backyard patio behind the locked gate. The off-limits areas are inaccessible through use of doorknob covers, fencing and locks.


The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements. All cleaning compounds, medications, and other hazardous items were inaccessible to children during the inspection. The licensee has a working telephone and cell phone in the home. The licensee has age-appropriate toys and play equipment available. Licensee stated there are no bodies of water on the premises. LPA observed no bodies of water during the time of inspection. Licensee stated there are no firearms or weapons in the home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Pediatric CPR/First Aid certification for licensee is valid through 6/2025 and for licensee's assistant through 9/2024. The licensee and assistant has the required immunization records on file. Mandated Reporter training certification for licensee is valid through 1/11/2025 and licensee's assistant through 11/21/2025. LPA informed licensee to ensure the mandated reporter training is completed once every two years. LPA observed the required documents posted. A sample of children’s files were reviewed and were determined to be complete. The last fire/disaster drill was conducted and documented on 6/9/2023.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

On this date, 12/7/2023, the California Attorney General - Megan’s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

LPA discussed safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep

LPA reviewed PIN 20-24-CCP regarding Safe Sleep with licensee. Licensee stated that she understood.
LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed - related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

LPA discussed and provided Licensee with the following: childcare advocates email address: childcareadvocatesprogram@dss.ca.gov. In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248.



LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change.

An exit interview was conducted with the Licensee, Rocio Beltran. A copy of the report and Appeal Rights was explained and provided to the licensee. Notice of Site Visit (LIC9213) was given to the licensee and must remain posted for 30 days.
