On December 11, 2023, at 9:05am., Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual inspection. LPA met with Licensee, Denisse Blancas and disclosed the purpose of the inspection. Also present was Licensee's spouse Isaac Blancas. There were no daycare children present during the time of inspection. Licensee stated that she is currently providing before and after school care. Days and hours of operation are Monday - Sunday, 23 hours per day.

This facility is a one story, three bedroom, and two bath home. The licensee accompanied LPA during the inspection of the home, inside and outside of the facility. The following areas are used for child care: kitchen, dining room, living room, hallway bathroom, play room, the fenced backyard. The off limits areas are bedrooms, #1 (master bedroom), bedroom #2, bedroom #3, bathroom #1 (inside of master bedroom), TV room (located next to dining room), front fenced patio, fenced side back yard area and garage. The off limit areas are inaccessible through use of fencing, safety gates and door knob covers. Licensee updated facility sketch doing time of inspection making the TV room "off limits."

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Cleaning compounds, medications, and other hazardous items were inaccessible to children during the inspection. The licensee has a working telephone and cell phone in the home. The licensee has age-appropriate toys and play equipment available. Licensee stated there are no bodies of water on the premises. LPA observed no bodies of water during the time of inspection. Licensee stated there are no firearms or weapons in the home.



Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home.

A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Pediatric CPR/First Aid certification for licensee is valid through 12/2025. The licensee has the required immunization records on file. Mandated Reporter training certification for licensee is valid through 6/7/2025. LPA informed licensee to ensure the mandated reporter training is completed once every two years. LPA observed the required documents posted. A sample of children’s files were reviewed and were determined to be complete. The last fire/disaster drill was conducted and documented on 11/18/2023.



Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. On this date, 12/11/2023, the California Attorney General - Megan’s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

LPA reviewed PIN 20-24-CCP regarding Safe Sleep with licensee. Licensee stated that she understood.
LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. LPA discussed and provided Licensee with the following: childcare advocates email address: childcareadvocatesprogram@dss.ca.gov. In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248.



LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change.

An exit interview was conducted with the Licensee, Denisse Blancas. A copy of the report and Appeal Rights was explained and provided to the licensee. Notice of Site Visit (LIC9213) was given to the licensee and must remain posted for 30 days.
