On January 3, 2024, at 2:00pm., Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual inspection. LPA met with Licensee, Joana Cole and disclosed the purpose of the inspection. There were two daycare children ages 2 years old present during the time of inspection. The days and hours of operation are Monday through Friday, 7:00am to 5:00pm.

This one story, three bedroom, two bath home was toured and inspected. The following areas are used for child care: living room, kitchen, dining room, bedroom #3, bathroom #2 (hallway), backyard patio. The off limit areas are bedroom #1(master), bathroom #1(inside of master), garage, and fully fenced swimming pool area of backyard. Off limit areas are made inaccessible to children by use of door knob covers, locks, safety latches.

The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements. All cleaning compounds, medications, and other hazardous items were inaccessible to children during the inspection. Licensee has a working cell phone in the home. The licensee has age-appropriate toys and play equipment available.

LPA observed an in-ground swimming pool, with a five feet high fence enclosing the body of water, the fence does not obscure the pool from view. The gates swing away from the pool, is self-closing and has a self-latching device. Licensee stated there are no firearms or weapons in the home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home.

A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Pediatric CPR/First Aid certification for licensee is valid through 9/2025. Licensee has the required immunization records on file. Mandated Reporter training certification for licensee is valid through 7/8/2024. LPA informed licensee to ensure the mandated reporter training is completed once every two years. LPA observed the required documents posted. A sample of children’s files were reviewed and were determined to be complete. The last fire/disaster drill was conducted and documented on 11/13/2023.



Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep

LPA reviewed PIN 20-24-CCP regarding Safe Sleep with licensee. Licensee stated that she understood.
LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA discussed the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided information regarding SIDS, Lead Exposure and Shaken Baby Syndrome.

The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.


On this date, 1/3/2024, the California Attorney General - Megan’s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

LPA discussed and provided Licensee with the following: childcare advocates email address: childcareadvocatesprogram@dss.ca.gov. In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed - related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

No deficiencies cited. An exit interview was conducted with Licensee, Joana Cole. A copy of the report and Appeal Rights were provided to licensee. Notice of Site Visit (LIC9213) was given to licensee and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
