25 | On October 11, 2022, at 10:30 a.m., Licensing Program Analyst (LPA), Gloria Gonzalez and Investigator, Dennis Seng conducted an unannounced Annual Required Inspection and met with the Helper, Roseline Seide, and Licensee, Rose Dorvilus arrived on or about 10:45. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Six (6) daycare children and One (1) staff were present in the facility during this inspection. This facility is a 2 story, 7 bedroom, 4 bathroom house. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for child care are: kitchen, living room, dining room laundry room, room #2, bathroom #1, part of the backyard. Off limits areas are all of upstairs (bedrooms #1, #3, #4, #5, bathrooms #3, #4), downstairs bedrooms #6 and #7 and bathroom #2, the other part of the backyard where pool is located, and garage, and are inaccessible through use of door locks. Hours of operation are: Monday thorugh Sunday from 5:00 am-9:00 pm.
The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Hazardous items were made inaccessible to children during the inspection. The licensee has toys, play equipment and materials available. The home has a fenced backyard available for outdoor activities at time of inspection. The upstairs is not used and is not gated off at the bottom of the stairway and the applicant understands the gate must be in place when children under five years are present during day care hours. Facility has an inground pool that is surrounded by a wrought iron fence, with self-latching, self-closing gate that swings away from the pool and meets Title 22 requirements. Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. |
