On February 27, 2025 at 3:08 p.m., Licensing Program Analyst (LPA) Angela Nguyen conducted an unannounced Annual/ Required inspection and met with the Licensee, Demetria Solis Rivera. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The Licensee, Licensee’s husband, adult daughter and two (2) day care children were present in the facility during this inspection. Licensee’s daughter Celene Marin assisted with translation in Spanish. This facility is a single story 3-bedroom 2-bathroom home. Licensee accompanied LPA during this inspection. The following areas used for childcare: Living room, kitchen, hall way bathroom, playroom and fenced front yard. The off-limit areas: Garage, backyard, master bedroom with included bathroom and Bedroom #1. The bedrooms are made inaccessible using doorknob covers on the exterior of the doors. The hours of operation are Monday- Sunday 6:00 a.m.- 5:00 a.m.

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Hazardous items were observed in a locked cabinet inaccessible to children during this inspection. There is a fireplace in the home that has a safety screen in front of it.The Licensee has available toys, play equipment and materials. Licensee states children use fenced front yard for outdoor play. Licensee was reminded that supervision is to be provided to children during outdoor activities. Licensee stated there are no bodies of water on the premises. LPA did not observe any bodies of water. Licensee stated there are no firearms in the home.

Licensee’s First Aid and CPR certifications expire in 09/2026. Licensee has required immunizations. Licensee and assistants do not have active Mandated Reporter Training at this time. LPA reminded licensee that Mandated reporter and Pediatric CPR/ First aid expires every 2 years and is kept on file. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 08/23/2023. LPA reminded Licensee that disaster drill shall be conducted every 6 months. Staff and child record review was conducted. 1 out of 2 children’s files were incomplete.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAS also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA discussed Incidental Medical Services with licensee. Licensee stated she will contact LPA at a later date when there are children enrolled to come up with a plan. For IMS information, see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the facility emergency disaster plan, LIC 311D, and safety of children, Infant Sleep Plan and Sleep Logs. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare areas.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Two (2) Type B deficiency per California Code of Regulations, (Title 22, Division 12 & Chapter 3), is being cited on the attached LIC 809-D.

One (1) Technical Violation was issued.

A Notice of Site Visit (LIC 9213) was given to the Licensee, Demetria Solis Rivera must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Licensee/Appeal Rights (LIC 9058) was provided. Exit interview conducted and report was reviewed with the Licensee.
