On 1/14/2025, at 11:50am, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual random inspection and inspected the facility for a capacity increase. LPA met with Licensee, Myrline Joseph and disclosed the purpose of the inspection. There were two daycare children present, one of whom is 1 years of age. Also present was licensee's spouse Denis Joseph and minor child who is two months old. Days and hours of operation are Monday through Sunday, 6:00am to 6:00pm.

LPA accompanied by licensee toured the inside and outside of the home. This is a two story home four (4) bedroom, three (3) bathroom home. The downstairs area includes the living room, kitchen and dining room which is used for entrance only. The following areas are used for daycare: upstairs area, daycare area, bedroom #4 and bathroom #2. Off-limits areas are bedroom #1 (master), bedroom #2, bedroom #3 (office), bathroom #1 (inside of master bedroom), bathroom #3 (downstairs) and garage. The off-limit areas are made inaccessible to children through the use of locks and doorknob covers. Licensee is currently installing a fence in the backyard and will utilizes the front yard and a nearby park for outdoor activities for the children. Licensee was reminded that there must always be direct supervision of the children while outdoors. Licensee stated that she understood. Licensee is advised to contact the Department upon completion of the backyard reconstruction. LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change. Licensee updated the facility sketch during time of inspection.

During the tour of the facility, LPA observed two napping children in bedroom #4 with the door closed. Licensee opened the door during inspection and LPA review the Safe Sleep regulation.


The fire extinguisher, smoke and carbon monoxide detectors meet requirements and are operational. The fireplace is properly screen. The stairway in the home is properly barricaded. All poisons, detergents, cleaning compounds, medications and other hazardous items in the home were not made inaccessible to children during the time of inspection. LPA observed facial wipes, feminine products and fingernail polish in a drawer upstairs in bathroom #2; also Listerine mouthwash and Wizard aerosol spray was observed in the medicine cabinet. Licensee removed the items during time of inspection and placed in an off limits area. Licensee has children's toys, play equipment and books available. Licensee has a home phone and working cell phone.

Licensee stated that there are no bodies of water on the premises. Licensee stated there are no firearms, other weapons, or ammunition in the home.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Pediatric CPR/First Aid certification for licensee is valid through 9/2026. Licensee has required immunization records on file. Mandated Reporter training certification for licensee was completed on 9/19/2023. LPA informed licensee to ensure the mandated reporter training is completed once every two years. LPA observed the required documents posted. A sample of children’s files were reviewed and were determined to be incomplete. Child #1 did not have 15 minute sleep checks documented and available for review during time of inspection. Licensee did not have fire/disaster drills documentation available for review during time of inspection.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep
LPA reviewed PIN 20-24-CCP regarding Safe Sleep with licensee. Licensees stated that he understood.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA and licensee discussed and reviewed the following: Report suspected child abuse and neglect, form LIC 311D, maintaining children’s records according to regulation, posting required forms. Licensee is reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided information regarding SIDS, Lead Exposure and Shaken Baby Syndrome.


LPA discussed and provided Licensee with the following: childcare advocates email address: childcareadvocatesprogram@dss.ca.gov. In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Licensee completed the Health and Safety Issues Family Child Care Regulation 102417 form during time of inspection.

The agency received a granted fire clearance approval dated 1/3/2025.

LPA and licensee discussed the maximum number of children for whom care shall be provided when there is an assistant in the home, including children under age 10 who live in the licensee's home shall be either: Twelve (12) children with no more than four of whom may be infants and 8 older children over the age of 2 years or Fourteen (14) children, with no more than three infants (birth to 24 months) and at least two of the children with 1 child enrolled in kindergarten and 1 child at least six years of age with landlord consent (LIC 9149).

Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

A Large Family Child Care Home license may be issued upon final file review and completion of the following:

- proof of correction for deficiencies cited during today's inspection

- remove debri and items from the left side yard

Applicant stated that corrections will be completed, no later than 1/21/2025.

During the exit interview, the Licensee, Myrline Joseph, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Per California Code of Regulations, Title 22, Division 12, Chapter 3, deficiencies are being cited. See LIC 809D.

Exit interview conducted and report was reviewed with the Licensee, Myrline Joseph. A copy of this report along with Appeals Rights, were provided. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
