On 07/05/2023 at 10:05am, Licensing Program Analyst (LPA) Selina Siao conducted a case management for the purpose of capacity increase. Upon arrival, LPA Siao met with Director Leslie Scheck and conducted a tour of the classrooms to gather census of the children in care. There are 62 children in care supervised by 14 staff members in 7 classrooms. Appropriate ratios were observed, and all staff members have the required background clearances and are associated to the facility. The facility currently operates Monday to Friday from 8:00am to 4:30pm.

This facility is currently licensed for 145 children ages 18 months to Kindergarten along with having up to 12 school age children in rooms #3 to #11. Facility has a toddler option to care for up to 12 toddlers (ages 18-36 months) in room #2.
Director has submitted a capacity increase application to the department on 06/12/2023 to increase the capacity to be 149 children. Facility representative has requested to increase the toddler option to 24 toddlers by having the toddlers to be in classrooms #3 and 4 and also adding classrooms #23 and #24 located upstairs. The children will also be using the Social Hall, Beit Midrash as a multipurpose areas and the Sanctuary will be use for weekly worship. Fire clearance was approved for all the areas listed above to be use for all ages on 06/22/2023.

The toddler rooms #3 and 4 were previously measured at 1078.45 square feet, which is sufficient to accommodate up to 30 children. LPA remeasured room #11 today per Director's request and measured new classrooms #22 and 23. The preschool rooms #5-11, #22 and #23 measured to be 4549.72 square feet, which is sufficient to care for up to 129 children. Classrooms #22 and #23 will be set up with age appropriate furniture and Director will submit pictures to LPA upon completion of the classrooms.

Both toddlers classrooms has a changing table that is within arms reach of the sink inside the classroom. There are a total of 14 sinks and 14 toilets available for preschool and toddlers. Children are to be escorted and supervised by staff to and from the restrooms. Direct visual observation is required when children are in care. Drinking water is available for the children in and outside the classroom. The children has there own water bottles while they are inside and outside.

LPA measured the new outdoor area that is located upstairs and that area measured to be 2184.33 square feet and the total preschool outdoor areas including previously measured yard 1 and yard 2 are measured to be 7415.83 which is sufficient for up to 98 preschool children. The toddler yard was previously measured to be 1004.20 square feet, which is sufficient for 13 children. An outdoor waiver will be needed for the preschool and toddler playground by scheduling the children to be outside at different times.

Director stated that she reorder the fence for the new upstairs playground (basketball court) area and will have some toys and shade for the new additional outdoor area. Photos of the new installed fence, toys, equipment and shades for the outdoor area shall be submitted to LPA. Director understands that stepping stools will be needed for classrooms #22 and #23 sinks area and the 4 additional toilets and 2 additional sinks that are located upstairs (women's bathroom). Photos will be submitted to LPA.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.


Facility is within compliance during today's inspection no citation issue. The capacity increase will be granted upon receive of the photos for the new outdoor area and classrooms, approval of the outdoor waivers and the fire clearance for the infant capacity increase from the fire department.
