On 10/14/24 at 1:00 PM, Licensing Program Analyst (LPA) Keturah Lane visited the facility to conduct an annual inspection. Upon arrival LPA met with Director Leslie Scheck and proceeded to tour the facility. During today's inspection, LPA observed a total of 106 children with the following ratios:
· Classroom #3 was not in use
· Classroom #4 had 9 toddlers with staff members Rachelle Cohen & Esme Bellare
· Classroom #5 had 11 children with staff members Holly Hughes, Sara Ruiz & Gabrielle Samuel-Tobin
· Classroom #6 had 7 children with staff members Mariela Paget and Melanie Ogawa
· Classroom #7 had 10 children with staff members Laurie Newman and Nuryah Ben-El
· Classroom #8 had 14 children with staff members Valerie Emr and Heather Allen
· Classroom #9 had 11 children with staff members Sara Snook and Linda Bueno-Strong
· Classroom #10 had 14 children with staff members Harmony Castro and Ashley Rusonik
· Classroom #11 had 4 children with staff member Donna Goldschlag
· Classroom #23 had 14 children with staff members Hanna Paamoni and Antonio Hinojoza
· Classroom #22 had 12 children with staff members Mariah DeHeart, Puja Ravala and Deborah Stone

Appropriate ratios and capacity were observed. Appropriate care & visual supervision were also observed during the inspection. Toddler program (classrooms #3 & #4) are kept separate from preschool program at all times.

Furniture and age-appropriate equipment is in good condition. Rooms have adequate heating, lighting, and ventilation. Floors appear to be clean and safe. Drinking water is readily accessible. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Food service area consists of a kitchen which is clean and free of hazards. Menu is posted. Adequate food is available for meals. Cleaning supplies are kept separate from food and are inaccessible to children. (continued on LIC809-C...)

Storage containers for solid waste have tight-fitting covers and are kept in good repair. Storage areas for poisons are locked. Facility has a waiver for armed guards at the facility. All foods/beverages capable of rapid spoiling are stored in covered containers at 45 F or less. The facility appears to be free of insects and rodents. There is an operational carbon monoxide detector at the facility. Last emergency drill was conducted on June 16, 2024.

Outdoor play area are three fenced playgrounds with sufficient material for cushioning. There are no bodies of water at this facility. Climbing structures, swings and slides are securely fixed to the ground. Area has trees and canopies used for shade. Equipment is age appropriate. Area has drinking water readily accessible, and grounds are free of debris or potential hazards.

LPA reviewed medication storage. Personnel records contain health screening documentation and at least one staff member has current CPR and First Aid certifications. All staff have completed mandated reporter training and required immunizations. Each personnel record contains documentation of educational background and training. Sign ins were reviewed. Children’s records contain admission agreements, medical assessment and were found to be complete. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Pursuant to Title 22 of the CA Code of Regulations, the following Type B deficiency was cited (refer to LIC 809-D).

Exit interview conducted and report was reviewed with the facility representative Leslie Scheck. A notice of site visit was given and must remain posted for 30 days.
