On 6/02/2025 at 12:00 p.m, Licensing Program Analyst (LPA) Victoria Hernandez conducted an unannounced complaint inspection to deliver findings regarding the above allegation. LPA met with the Director Kristi Hunter-Clark, informed them of the purpose of the inspection, and conducted a tour of the facility, both indoors and outdoors. At the time of the inspection, the director only was present.

During the course of the investigation, LPA conducted interviews with staff members, daycare children, and daycare parents. The facility roster was obtained and reviewed.
It was alleged that staff are not providing adequate supervision to the children in care. It was alleged that Staff #1(S1) does not intervene to prevent altercations between daycare children. S1 denied the allegation explaining that she responds to conflicts between children by redirecting them, using calm words to soothe the situation, and if necessary, separating the children. It was also alleged that staff are distracted by their cellphones while children are on the playground. Staff interviewed denied the allegation, explaining that cellphones are only used for communication with each other, with parents, and in emergency situations. Staff denied discussing personal matters in the presence of children.

It was also alleged that Staff #2 (S2) handles children in a rough manner, by pulling children by their arms and children are not accorded dignity in their relationships with S2. It was alleged that S2 yells at children in care and treats daycare child #1 (C1) “badly”. No additional details provided. S2 denied the allegations, stating she has never yelled at or handled C1 or any other daycare children in a rough manner; however, S2 acknowledged her tone can be firm. One (1) out of five (5) staff interviewed reported observing S2 speaking harshly in front of children and handling children roughly. The remaining staff members denied all allegations, stating they have never witnessed S2 handle C1 inappropriately. LPA also interviewed five (5) children, all of whom stated that no teacher has ever yelled at them or pulled their arm. C1 did not express any concerns about S2; however, C1 stated that S1 had not spoken to them “nicely” in the past. The four (4) daycare parents interviewed had not observed staff using their phones during drop-off or pick-up and reported no other staff concerns.

Due to conflicting information obtained throughout the course of the investigation and no other witnesses to alleged incidents, LPA was unable to determine whether or not the allegation occurred. Although the allegation may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegations are UNSUBSTANTIATED.

Exit interview was conducted and the report was reviewed with Director Kristi Hunter-Clark. A Notice of Site Visit was given and must remain posted for 30 days.
