On 9/20/22 at 8:55am, LPA Joelle Redding made an unannounced Case Management inspection due to reported Lead Exceedance levels in the facility's water. LPA met with Director Vanessa Milroy.

Faucet and drinking fountains reported with 5.5 ppb or greater lead exceedance levels were as follows:

Classroom 5 - Water Fountain 6.8 ppb
Classroom 9 - Water Fountain 16.0 ppb
Kitchen - Faucet for Food Prep 6.0 ppb

LPA noted the area of the kitchen faucet and the water fountains in Rooms 5 and 9. They have been made inaccessible and repairs have been started and the retest will be in three weeks. The water in the kitchen was not used much for food prep prior to Covid and rarely since the pandemic started as they would use individually wrapped items and canned items. The water fountains had been shut off when Covid started and have only been turned on recently for flushing them. See LIC809D for Type A deficiency.

LPA informed the Director to provide a copy of this licensing report dated 9/20/22 that documents any Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Form was provided during the visit. LPA informed Director that this report, dated 9/20/22 and documenting one Type A citation, shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care. Exit interview conducted and report was reviewed with Director. NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.

Director states that this water fountains have been made inaccessible as the water needed to be turned back on to complete the flushing and the fact that it was turned off since the pandemic started might have been the cause of the lead build up. The kitchen faucet was rarely used for food prep before or after Covid started because it had a low water flow.

Based on water testing results and interviews, facility tested over the Action Level Exceedance level at a water fountain in Room 5 and 9 and a food prep sink faucet in the ktichen. This poses an immediate/potential health, safety or personal rights risk to children in care.

Repairs have been started and Director will keep Licensing informed of the progress.
