On November 13, 2024, at 9:20AM, Licensing Program Analyst (LPA), William Chancellor and Licensing Program Manager (LPM) Pauline Beschorner, arrived unannounced to Kids Town Montessori School (CCC) and met with Assistant Director (AD) Mahsa Najafi to discuss the investigative findings regarding the allegation’s listed above. On October 4, 2024, at 1:45PM LPA made observations, took census, conducted confidential interviews with four staff (S1-S4) and requested documentation relevant to the investigation.

On October 2, 2024, a complaint was received alleging, facility is operating out of ratio. Specifically, after school, between the hours of 2- 5:30PM, where one teacher is alone with over eighteen children. Based on record review and observation, the nap room did not exceed a one to twenty-four ratio and individual classrooms did not exceed a one to twelve ratio. Three of three interviews denied that nap time ratios are exceeded because alternative staff are readily available and on site as needed. However, during an annual inspection on September 19, 2024, CCC was previously cited for exceeding ratios due to leaving children with staff who do not meet the fully qualified standard of educational requirements. This plan of correction is still pending, proof of qualifications or enrollment in the qualified ECE curriculum.

The second allegation stated that, daycare children’s linens are not individually stored. Specifically, that nap sheets and blankets are kept in a pile together after naptime. On October 4, 2024, LPA made observations of the nap room and confirmed that children’s bedding is rolled up similar to a sleeping bag and stored in a pile on a corner table of the nap room. Staff were observed to instruct children to roll up their bedding independently but did not redirect or correct them if their linens were protruding from the outside. Interviews revealed that facility interpretation of storing children’s linens individually was met by rolling up blankets and sheets into a child’s individual sleeping bag. However, LPA is unable to corroborate through interviews or observation that any child’s bedding does not come in contact with another child’s bedding. Upon delivering the findings, LPA and LPM observed that the facility implemented a solution to store all children’s linens in individual nap bags with identification.

Based on conflicting interviews and record review, LPA is unable to corroborate the allegation facility is operating out of ratio and daycare children’s linens are not individually stored. These allegation’s may have occurred; however, it is not supported, or proven by evidence. Therefore, the above allegations are unsubstantiated.

An exit interview was conducted, a copy of this report, and appeal rights, along with a Notice of Site Visit was provided to Mahsa Najafi, Assistant Director. The Notice of Site Visit must remain posted for 30 consecutive days in a prominent place, visible to families and caregivers.
