13 | Licensing Program Analyst (LPA), Kelli Waters, made a subsequent unannounced complaint investigation visit to deliver the findings for the above referenced allegation. LPA met with Director Olga Camacho, conducted a tour and census of the facility, and informed director of the decision rendered.
During the course of the investigation, LPA Waters conducted observation/surveillance, a facility inspection, reviewed documents and conducted interviews with staff and children regarding the allegation of staff not providing adequate supervision to day care children. During interviews, LPA was unable to corroborate the allegation of staff using their cell phones while children were on the playground. LPA also conducted surveillance of staff while they were on the playground and when LPA was in the facility, staff was not observed using their cell phones. In addition, LPA reviewed the childcare’s policy regarding the use of cell phones, and noted that there had been no other complaints from parent regarding cell phone usage. Therefore, based on investigation findings, LPA Waters could not confirm the allegation of staff not providing adequate supervision to day care children due to cell phone use.
