25 | On 11/07/24, Licensing Program Analyst (LPA) Kelli Waters arrived unannounced for conduct a Case Management visit for a Confirmation of Removal of an excluded employee (Adult 1). LPA Waters met with Site Supervisor Jennifer Sanchez, and explained the purpose of today's visit, completed a visual inspection of the facility, and took census.
As of 11/07/24, during record review, Adult 1 was still present on the facility’s Guardian roster. Site Supervisor Sanchez stated that Adult 1 was a substitute teacher hired by the QCS organization and had not worked at the site. Upon inspection, LPA Waters was able to confirm that Adult 1 was not present in the facility. During the visit, Site Supervisor Sanchez spoke with QCS Human Resources and stated that Adult 1’s removal from Guardian and dismissal from QCS is currently in process. Once documentation is complete, Site Supervisor Sanchez or a facility representative will submit QCS seperation paperwork to LPA Waters.
LPA reminded Director that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
An exit interview was conducted, and a copy of this report and appeal rights were given.
Notice of Site visit was provided and must be posted for 30 days. |
