25 | On March 2, 2023 at 10:45 AM, Licensing Program Analyst (LPA), Jessica Rubio, conducted a Case Management visit in response to information received from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). LPA met with Director Debra Cruz Hamilton, who was informed of the reason for the visit.
Assembly Bill 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their drinking and cooking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first lead testing. LPA observed on the report provided by the SWRCB the Sinks (Faucet F & G) identified as having high levels of lead from sample date 1/7/2023.
Both faucets are located in the Teacher Work Room between the Pre-K and Preschool classrooms, which children do not have access to. The LPA informed Director sinks should be made out out of use until removed or replaced and retested. Director immediately placed sinks out of service.
Interview with Director Debra Cruz Hamilton, revealed the faucets are not used by children, nor for drinking water or food prep. Director stated teachers use the sinks to wash their hands and wash out supplies such as paint utensils. LPA observed paint cups and brushes in sink F and observed sink G to be obstructed by supplies and other items.
The facility is being cited. See LIC 809D for cited deficiency in accordance with the California Code of Regulations Title 22, Division 12 written directives.
An exit interview was conducted with Director Debra Cruz Hamilton. A copy of this report, appeal rights and a Notice of Site Visit was also provided. |
