On the above date and time, Licensing Program Analyst (LPA) Kelly Gerth conducted an unannounced complaint inspection and met with Children’s Paradise El Norte Child Care Center (CCC) Director Liz Uribe and provided the purpose of the inspection, to initiate an investigation of the above stated allegation made to CCL on 03/19/2026.
The complaint CCL received stated the following allegations: Staff did not prevent a daycare child from causing harm to other daycare children.
During the visit, LPA toured the facility, reviewed the details of the complaint allegation and conducted interviews with Staff 1-Staff 5 (S1-S5). LPA Gerth also collected evidence pertinent to the investigation which included incident reports, Classroom observation notes, classroom rosters, email communications, Classroom support plans for the center, Behavior observation reports, twelve step CCC support plan process and observation support logs from the internal behavioral specialist and Director.
Regarding the allegation Staff does not prevent a daycare child from causing harm to other daycare children,

On 03/20/2026 LPA Gerth conducted interviews, which included S1-S5. Staff interviews corroborated that although behavioral incidents have occurred within classroom(s) at the CCC, any classroom(s) that may have child(ren) with challenging behaviors, currently have classroom support plans in place to support children and teachers in identifying, supporting and addressing challenging classroom behaviors. Additionally, interviews also revealed that the internal behavioral support specialist assigned to this location 3 days per week, provides classroom support and guidance, observation notes for specific incidents and referrals as needed for families on a continuing basis.
Evidence gathered during the investigation further revealed that a recent parent concern surrounding the allegation was brought to the attention of the CCC, and was addressed with the parent the next business day. The CCC Director scheduled an in person conference with both the parent and internal behavioral specialist to address concerns and explain the process which the CCC takes when behaviors in the classroom are observed and how the CCC works to support the classrooms, teachers and children when these incidents occur. Further evidence gathered, reflects that should a child receive an ouch/incident while at the CCC, the parent/guardian is provided with a written ouch/incident report within 24 hours and a signed copy is retained for the child’s file.
Although an ouch/incident in the classroom had occurred and child(ren) within the classroom(s) may exhibit challenging behaviors at times, LPA Gerth did not find a preponderance of evidence to support that an injury occurred due to staffs failure to prevent child(ren) from injury, Therefore, based on interviews conducted and evidence gathered, the allegation is UNSUBSTANTIATED.
An exit interview was conducted with Director Liz Uribe, a copy of this report, appeal rights and Notice of Site Visit was provide. Director Liz Uribe was also reminded Notice of Site Visit must be posted for 30 days.
