This is an amended report, delivered to the facility on 9/23/21 from LPAs Joanne Domingo and Jeanette Sanchez.
On September 1, 2021, Licensing Program Analysts (LPAs) Joanne Domingo and LaKesha Edwards arrived at this facility to conduct an investigation into the above allegation. LPAs met with Assistant Director, Lizbeth Perez-Uribe, toured the facility, conducted census and discussed the purpose of the visit.
Staff are not following Covid-19 mandates - LPAs observed parents dropping off children at the front door. Parents did not enter the facility and both parent and child were screened and temperature checks by a staff member were in place. The infant/toddler classrooms are rooms #7, #8, #9, #10, #11 and #12. LPAs observed 14 infants and toddlers (ages 18 months to 2 years) in rooms #8, #10, #11 and #12. Per CDPH, face coverings on babies or children under 2 years of age is not recommended and poses a danger and risk for suffocation. LPAs observed all infant and toddler staff were wearing face masks that covered their faces from their chins to above their noses.
On 8/12/2021, the licensee sent a “Parent & Staff Masking Update” to staff and parents, stating that they would be adopting “a “Parent-Choice” “Staff-Choice” approach in determining how [they] will engage further masking within [their] centers and within [their] corporate offices.”
The licensee later retracted this statement and replaced it with a policy which requires masks to be worn by all individuals over 2 years of age while at their preschools in accordance with the California Department of Public Health Guidance for the Use of Face Coverings.
Although during the inspection staff were observed to be wearing proper facial coverings, there is not a preponderance of the evidence to prove or disprove that the alleged violation occurred previously. Therefore, the finding is unsubstantiated.
An exit interview was conducted, a Notice of Site Visit (LIC 9213) was posted, appeal rights were discussed and provided, and a copy of this report was given to the facility representative below.

This agency has investigated the complaint alleging: Staff are not following Covid-19 mandates. We have found that the complaint was UNFOUNDED, meaning that the allegation was false, could not have happened and/or is without a reasonable basis.

An exit interview was conducted and a copy of this report was provided to Assistant Director, Lizbeth Perez-Uribe on this date.
