13 | On 09/16/2025 at 12:15pm, Licensing Program Analyst (LPA) Adriana Macias conducted an unannounced initial complaint inspection regarding the above allegation. LPA met with Director Bailey Bowman, and discussed the purpose for the visit. During inspection LPA took census of the facility, obtained a facility roster, personnel report and conducted staff interviews. LPA observed appropriate ratios and capacity with 28 children and 3 staff supervising nap time.
Director stated that while she was gone to maternity leave from May to September, the Program Supervisor came to the facility and arranged furniture creating a hallway to divide both classrooms. Hallway was set up for about a month, until Director came back from maternity leave and had furniture placed back in place by September 9th. This hallway created obstruction in the classroom’s entrance and pathway for children to roam and play which posed a potential health, safety or personal rights risk to children in care. Pursuant to Title 22 of the CA Code of Regulations, the following Type B deficiency was cited (refer to LIC9099-D). Based on staff interviews, and footage observed, the allegation is valid because the preponderance of the evidence has been met, therefore, the above allegation is found to be SUBSTANTIATED. Exit interview conducted and report was reviewed with Director Bailey Bowman. A notice of site visit was printed and must remain posted for 30 days and appeal rights were issued. |
