On 10/21/2024, at 2:50pm, Licensing Program Analysts (LPAs) Vicky Williamson and Jacqueline Macias conducted an unannounced complaint inspection for the purpose of delivering findings regarding the above allegation. LPA met with Director, Rexanna Blas. During the inspection there were 22 children present with two (2) staff members.

During the course of the investigation, interviews were conducted with director, seven (7) staff members, 13 daycare children and six (6) daycare parents. Facility roster, facility sign in/sign out sheets, and related documentation were reviewed and obtained. Staff and children files were reviewed.

It was alleged that staff spanked child in care. Director and staff denied the allegation and stated that they would never spank a child. Staff stated that redirection is utilized for children displaying inappropriate behaviors. Authorized representative for daycare child in question declined for interview to be conducted with the daycare child. See LIC 9099C Continuation...

Based on the information gathered during the investigation, there is not enough corroboration and evidence regarding the allegation. Due to conflicting information obtained from the interviews, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the above allegation is found to be unsubstantiated.

Exit interview was conducted with Director, Rexanna Blas and a copy of this report and Appeal Rights were provided. A notice of site visit was given and must be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
