Regarding the allegation Staff do not adequately supervise children while in care, currently, the CCC operates as a Title 5 and Title 22 school and follows a lower staff to child ratio than CCL requires. During LPA’s visits on both 7/23/25 and 7/25/25 LPA observed that the facility was operating in ratio for Title 22 and Title 5 and did not observe cause for concern of inadequate supervision. The Licensing Program Analyst (LPA) observed that the additional staff present during both indoor and outdoor activities, in accordance with the CCC's adherence to Title 5 ratios, ensures that supervision cannot be deemed inadequate. Although there may be concern of some staff providing more adequate supervision than others, the CCC is currently meeting the minimum requirements for supervision under Title 22 regulations. Therefore, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is UNSUBSTANTIATED. Regarding the allegation Staff do not ensure that hazardous objects are inaccessible to children in care; during the course of the investigation, Licensing Program Analyst (LPA) inspected multiple classrooms throughout the facility. At the time of the inspections (07/23 & 07/25), no hazardous items were observed to be accessible to children in care. Interviews conducted during the investigation indicated that a staff member may have occasionally left hazardous items, such as adult scissors, within children’s reach. However, the LPA was unable to corroborate specific dates or times when these incidents allegedly occurred. Interview statements also confirmed that children did not access these potentially hazardous items and that such incidents were immediately reported to supervisory staff. Documentation provided by the Child Care Center (CCC) supports that staff were given refresher trainings on health and safety protocols. Additionally, supervisors reportedly conduct daily walkthroughs of classrooms to ensure ongoing compliance with safety procedures. Based on the information obtained, although the allegation may have occurred or is valid, there is insufficient evidence to determine whether a violation did or did not occur. Therefore, the allegation is deemed UNSUBSTANTIATED.
Regarding the allegation Staff do not keep the facility clean and sanitary. During LPA visits on 07/23/25 and 07/25/25 and interviews conducted during the course of the investigation, LPA found 3/12 persons interviewed stated they have personally observed a staff member to have subpar diapering and cleaning methods. |
