On the above date and time listed, Licensing Program Analyst (LPA) Keely Messerschmidt arrived at the facility for the purpose of delivering the complaint findings on the above-referenced allegations. LPA met with Director Shoneil Wilson, informing her of the reason for todays visit. LPA toured the facility, conducted census, and verified facility staff and children enrollment.

On January 29th, 2025, Community Care Licensing (CCL) received a complaint alleging that staff inappropriately handles day care children, director is not at facility during business hours, staff is not in good health to provide care to day care children, and that staff is not ensuring changing table is clean. LPA interviewed 4 out of 4 staff as well as additional confidential witnesses.

Based on interviews conducted regarding allegation that staff inappropriately handles day care children, it was disclosed that S1 picks children up from underneath their armpits or around their wait/rib area. When staff have observed S1 changing a diaper S1 will have children walk up the stairs or lift them up from underneath their armpits. It was stated that S1 has not been observed handling the children in any inappropriate manner. Based on LPA's observations, S1 lifts child up from underneath their armpits and places them back down with no issue.

It was alleged that the Director is not at facility during business hours, staff disclosed that Director is present each day but does come in later in the morning. It was also disclosed that S1, who is a fully qualified teacher, is in during the Directors absence.

Regarding the allegation that staff is not in good health to provide care to day care children, it was disclosed that S1 is aware of their responsibilities and has had no physical limitations. Based on record review, S1 is in good health and able to perform work duties for their position. In addition, LPA has observed S1’s interaction with children during various facility inspections and no concerns have been observed.

Lastly, based on interviews conducted for allegation staff is not ensuring changing table is clean, it was disclosed that S1 follows the diapering procedures by wearing gloves, sanitizing the station once completed and washing their hands. Based on LPA observations, S1 completed the diapering with a child while wearing gloves, lifted child under their armpits and placed them on the floor, then sanitized the station and threw gloves away.

Based on the information obtained during this investigation, it has been determined that although the allegations may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. Therefore, the allegations are UNSUBSTANTIATED.

An exit interview was conducted, and this report was reviewed with the Director, Shoneil Wilson, and a copy was provided. Appeal rights were discussed and provided during the exit interview.
A Notice of Site visit was given, and Director understands that it must remain posted for 30 days.
